About this opportunity

The Commonwealth of Virginia Department of Aviation (DOAV) is soliciting proposals under Unsealed RFP No. 841-27-002 for janitorial services and supplies at its facility at 5702 Gulfstream Road, Richmond, Virginia, with a mandatory pre-proposal conference on November 9, 2026 at 2:00 p.m. and proposals due November 18, 2026 at 4:00 p.m. The solicitation carries a small business set-aside award priority designation. Negotiation priority goes first to DSBSD-certified micro business offerors if price proposals are up to $10,000, then to DSBSD-certified small business offerors if price proposals do not exceed $100,000.

The contractor supplies all labor, supervision, equipment, and cleaning supplies, except hand soap, hand sanitizer, paper towels, light bulbs, and toilet paper, which DOAV furnishes. Coverage includes the 7,979-square-foot Administration building and the 18,432-square-foot Flight Services building, and the solicitation cites approximately 12,000 combined square feet requiring service. Service is required Mondays, Wednesdays, and Fridays from 8:00 a.m. to 11:00 a.m. and includes floor maintenance, restroom sanitation, waste and recycling management, window cleaning, and carpet care at daily through annual frequencies. Contractors must furnish firm, fixed pricing on separate schedules for regular monthly service, optional Monday-through-Friday service, hourly special cleaning, and floor cleaning and waxing tasks.

Bidders must demonstrate at least five years of experience as prime contractor in commercial janitorial cleaning, plus comparable services within the past five years in a similar-size facility for at least three years. Contractors must complete criminal history background checks and I-9 compliance certifications and submit Material Safety Data Sheets for all site chemicals. Proposals must be submitted through eVA; faxed, mailed, or hand-delivered proposals will not be accepted. Required coverage includes commercial general liability of $1,000,000 per occurrence and $2,000,000 aggregate, with the Commonwealth named as additional insured.

The term is one year with two successive one-year renewal options. Proposals will be evaluated on methodology and approach (40 points), demonstrated experience, qualifications, ability and expertise (40 points), and pricing (20 points). Benjamin Miller is the contracting officer and primary contact at benjamin.miller@doav.virginia.gov. The RFP package also includes a TSA Designated Secure Areas attachment and a dumpster-services attachment.
