About this file

This document is the Virginia Department of Aviation (DOAV) Recycling Plan, which serves as guidance for the agency's waste stream management in compliance with Executive Order 17 (2022). The plan provides comprehensive direction on recycling program operations, including designated collection points located in the administrative building breakroom, copy room, and flight services building passenger lobby breakroom. The agency utilizes Meridian Waste Virginia as the service provider, with recycling dumpsters positioned between DOAV buildings and pickup occurring every two weeks. The plan identifies acceptable recyclable materials including aluminum and steel cans, glass bottles and jars, paper, cardboard, and plastic bottles, jugs, and tubs, all of which must be clean, dry, free of food waste, and loose rather than bagged. Custodial staff are responsible for transferring recyclable items from building collection points to the designated recycling dumpster, with provisions for direct dumpster placement of oversized items.

The plan explicitly prohibits contamination through non-recyclable items including batteries, ceramics, food-tainted materials, hazardous chemicals, plastic bags, polystyrene or Styrofoam, shredded paper, and various other materials that compromise recycling processing. The agency facilities manager serves as the primary contact for inquiries regarding the recycling plan. This living document is intended for periodic updates as processes, points of contact, or acceptable materials change within the recycling program, and it emphasizes the environmental and resource conservation benefits of recycling while promoting environmentally preferable purchasing practices for reusable items with higher recycled content and durability.

Virginia Department of Aviation Recycling Plan

Plan Purpose

The purpose of this recycling plan is to provide guidance to improve the agency’s waste stream management as the agency works toward meeting the expectations of Executive Order 17 (2022)

- Recognizing the Value of Recycling and Waste Reduction.

This document is intended to be a living document that is updated over time as processes, points of contact, or acceptable materials change within our recycling program. This plan contains basic information about our recycling program, including who you should contact if you have additional questions.

Benefits of Recycling

Recycling allows used materials to be converted into new products, reducing the need to consume natural resources. If used materials are not recycled, new products are made by extracting fresh, raw material from the Earth, through mining and forestry. Recycling reduces the amount of energy and natural resources needed to produce or collect the raw materials and manufacture the product.

It conserves resources and protects the environment.

Reducing, reusing and recycling waste also helps save landfill space by keeping useful materials out. Recycling is an easy way to do something good for the environment.

Environmental preferable purchasing is another cost-effective way to reduce the agency’s impact on the environment. When purchasing reusable plastic items, the agency should seek items that are better for the environment, such as those with higher recycled content, biodegradability, and/or durability. More information on this can be found at the Environmentally Preferable Purchasing page (https://www.deq.virginia.gov/get-involved/pollution-prevention/environmental-preferable-purchasing).

Recycling Collection Points

The agency has combined recycling cans located in the breakroom and copy room in the administrative building, and in the passenger lobby breakroom in the flight services building.

Signage is located at both breakroom recycling collection points to provide guidance on acceptable materials.

There are two dumpsters between the DOAV buildings. The smaller dumpster is the recycling dumpster. The custodial staff transfers the recyclable items from the collection points in the buildings to the recycling dumpster. Items can be taken directly to the dumpster if too large for the building recycling cans. Meridian Waste Virginia is the service provider for these dumpsters.

The recycling dumpster contents are picked up every two weeks.

Recyclable Items

Recyclable items must be clean, dry, free of food waste, and loose, not bagged. (Bags are a problem for recycling processors.)

Acceptable items include the following.

Aluminum and steel cans Glass bottles and jars Paper Cardboard (breakdown before putting in the dumpster) Plastic bottles, jugs and tubs

Non-Recyclable Items

There are things that should never go into the recycling bin. They contaminate the rest of the recyclables, and everything ends up in the landfill.

Unacceptable items include the following.

Batteries Ceramics and kitchenware Diapers Foam egg cartons Food service items, pizza boxes, wax coated boxes and papers, food containers, food waste, and food-tainted items (such as: used paper plates or boxes, paper towels, or paper napkins)

Hazardous chemicals and chemical containers Hoses or cords of any type Medical waste Photographs Plastic bags of any type. (They get tangled up in the recycling equipment. It is recommended they be taken to the plastic bag collection points at grocery stores.)

Plastic toys or sporting goods equipment Plastic wrap, packing peanuts and bubble wrap Polystyrene or Styrofoam of any type Shredded paper (It will not be recycled if bagged and can’t be transported loose.)

Tools, wood, yard and garden waste Window glass, mirrors and light bulbs
