Services are required three times weekly (Mondays, Wednesdays, and Fridays) between 8:00 a.m. and 11:00 a.m., with cleaning tasks including floor maintenance, restroom sanitation, waste removal, recycling management, window cleaning, and carpet care performed at specified frequencies (daily, weekly, monthly, quarterly, and annually). I. Purpose

The purpose of this Unsealed Request for Proposals (URFP) is to solicit unsealed proposals for the purpose of establishing a term contract with one (1) qualified firm to provide Janitorial Services and Supplies to the Commonwealth of Virginia, Department of Aviation (DOAV) on an as-needed basis.

II. Period of Contract

The contract will be effective upon the date of award for one (1) year with two (2), successive one (1) year renewal options.

III. Statement of Needs

DOAV requires an experienced, reputable company with a high degree of attention to detail and established quality assurance processes and procedures to provide comprehensive janitorial services and supplies for the Administration and Flight Service buildings located at 5702 Gulfstream Road, Richmond, VA 23250.

There are two buildings, the Administration building, and the Flight Services building. The Administration building is 7,979 square feet and the Flight Services building is 18,432 square feet with only approximately 4,216 square feet needing janitorial services. The combined, approximate square footage requiring janitorial services for both buildings is:

12,000 (this is an approximation and is not certified or guaranteed). This includes all areas of the Administration building except the electrical/data room; and all office areas, restrooms, breakroom, passenger lobby, and conference room in the Flight Services building, emptying the large trash cans and cleaning walk off mats in the hangar area, and emptying the trashcan in the warehouse area.

A. Requirements

1. The Contractor shall furnish all labor, supervision, equipment, cleaning supplies and materials, except those materials and supplies furnished by DOAV as indicated herein. DOAV will furnish all hand soap, hand sanitizer, paper towels, light bulbs, and toilet paper.

2. The Contractor shall perform the task for each area or item in the frequencies specified herein. A listing of tasks and frequencies is included on Appendix I, “Janitorial Tasks to be Performed”. The Contractor shall maintain a written, detailed, organized and legible log of tasks performed each day at DOAV. A copy of the log shall be maintained on-site at DOAV and accessible by the DOAV Contract Administrator or their designee.

3. Weekly Meeting (as needed/requested): A principal of the Contractor shall be available, upon request, to review the requirements of the contract and/or quality control issues. If in DOAV’s sole discretion quality control or other issues are not being adequately addressed, a principal of the Contractor shall meet weekly, on-site, at the DOAV with the Contract Administrator, until quality control issue(s) have been addressed and resolved to DOAV’s satisfaction.

4. Quality Control - Facility Inspection and Reporting:

a. The Contractor is responsible for quality control and evaluation of the DOAV property in a self-policing manner. The Contractor shall periodically inspect the entire DOAV not less than once a month, to ensure quality workmanship and compliance with the contract.

This inspection must be conducted with the DOAV Contract Administrator or their designee in attendance. The Contractor shall be responsible for scheduling this inspection in advance with the DOAV Contract Administrator. This procedure will provide both the DOAV Contract Administrator and the Contractor with the opportunity to note discrepancies and complaints, plan for correction of deficiencies in the work, and establish a mutually beneficial working relationship.

b. Using an inspection report of the Contractor’s design, to be approved by DOAV, the Contractor’s detailed, written, monthly inspection report shall include at a minimum the tasks listed in Section III. “Statement of Needs” and Appendix I, “Janitorial Tasks to be Performed”, with a comment area for each task, date and time of inspection and signature of inspector and DOAV Contract Administrator or their designee. The monthly inspection report shall be given to the DOAV Contract Administrator on the date of inspection.

c. The Contractor shall implement corrective action to prevent recurrence of any discrepancies. Action taken shall be noted in writing and conveyed to the Contract Administrator upon correction of the discrepancies and included in the written facility inspection report.

d. The Contractor shall take immediate corrective action (within 24 hours) on any discrepancies noted and reported to the Contractor by the DOAV Contract Administrator. Such corrective action shall be at no additional cost to DOAV. Contract discrepancies impacting safety shall be corrected by the Contractor within one (1) hour of notification by the DOAV Contract Administrator or their designee.

5. Phone Calls: The Contractor shall return any call within one (1) hour notification from the DOAV Contract Administrator or their designee.

6. Contractor Personnel: DOAV’s preference is that all personnel assigned to this contract be employees of the Contractor, not sub-contractor employees. If sub-contractor employees are to be used, this information must be submitted as part of the URFP response. The Contractor shall be responsible for the conduct and performance of the Contractors’ employees and compliance with the following rules:

a. Contractor’s employees appearing to be under the influence of alcohol or drugs shall not be permitted in the building. DOAV is a smoke free facility with a designated smoking area outside.

e. Name of individual(s) to obtain security clearance through the

Capital Region Airport Commission for access into the TSA Designated Secure Areas.

8. Security / Building Access: The Contractor shall comply with the DOAV’s requirements for security and operational constraints. Contractor is required to have a badged employee present in the TSA Designated Secure Areas of the flight services building while work is being performed in these areas. Contractor shall designate an employee(s) to obtain security clearance through the Capital Regional Airport Commission to receive a badge for access into the TSA Designated Secure Areas. DOAV will not provide an escort to Contractor’s employees for access to these areas. Employees sitting for security clearance are required to fulfill I-9 requirements. Refer to Attachment E – TSA Designated Secure Areas for more information.

DOAV will pay for up to four Contractor’s employees to take the security clearance test and obtain a badge. Contractor is responsible for the costs of any additional badges needed. The cost for each badge is $50.00 each and must be renewed every two years for a cost of $30.00 each.

b. Attachment F shall be submitted to the DOAV Contract Officer prior to start of work on the contract.

c. Attachment F shall be kept up to date by the Contractor and promptly re-submitted to the DOAV Contract Officer whenever there is a change in personnel. It is the Contractor’s responsibility to immediately notify DOAV of any and all personnel changes.

9. Staffing Levels and Wages: The Contractor shall provide a sufficient number of employees to perform the work. Absences of Contractor’s employees shall not relieve the Contractor from his/her obligation to meet the contract requirements. When absences occur, the Contractor, if necessary, shall work employee’s overtime to compensate for the manpower shortfall to complete the work. In such cases, the Contractor shall be responsible for absorbing the additional cost of the overtime.

10. On-Site Storage:

a. DOAV will supply reasonable and suitable on-site storage space for such cleaning equipment and materials necessary for the performance of this contract. Storage space is limited and only those areas designated by the agency will be used for equipment and supplies storage.

D. The version of the solicitation issued by DOAV as amended by any addenda is the mandatory controlling version of the document. Any modification of or additions to the solicitation by the Offeror shall not modify the official version of the solicitation issued by DOAV unless accepted in writing by the agency. Such modifications or additions to the solicitation by the Offeror may be cause for rejection of the proposal. However, DOAV reserves the right to decide, on a case-by-case basis, in its sole discretion, whether to reject such a proposal. If the modifications or additions are not identified until after the award of the contract, the controlling version of the solicitation document shall still be the official state form issued by DOAV.

E. General Instructions:

1. Proposals shall be submitted in accordance with the following instructions.

Proposals shall be signed by an authorized representative of the Offeror.

All information requested should be submitted. Failure to submit all information requested may result in the Purchasing Agency requiring prompt submission of missing information and/or giving a lower evaluation of the proposal.

2. Proposals should be clear and concise, providing straightforward information so that the DOAV evaluators may properly assess your capabilities to perform the services.

3. Proposals should be organized in the order in which the requirements are presented in the URFP. All pages of the proposal should be numbered.

Each paragraph in the proposal should reference the paragraph number of the corresponding section of the URFP. It is also helpful to cite the paragraph number, sub letter, and repeat the text requirement as it appears in the URFP. If a response covers more than one page, the paragraph number and sub letter should be repeated at the top of the next page. The proposal should contain a table of contents, which cross-references the URFP requirements. Information that the Offeror desires to present that does not fall within any of the requirements of the URFP should be inserted at an appropriate place or attached at the end of the proposal and designated as additional material. Proposals that are not organized in this manner risk elimination from consideration if the evaluators are unable to locate where the URFP requirements are specifically addressed.

4. The proposal should be contained in a single PDF document where practical. All documentation submitted with the proposal should be contained in that single PDF document.

5. As used in this URFP, the terms “must”, “shall”, “should” and “may” identify criticality of requirements. “Must” and “shall” identify requirements whose absence will have a major negative impact on the suitability of the proposed solution. Items labeled as “should” or “may” are highly desirable, although their absence will not have a large impact and would be useful but are not necessary. Depending on the overall response to the URFP, some individual “must” and “shall” items may not be fully satisfied, but it is the intent to satisfy most, if not all, “must” and “shall” requirements. The inability of an Offeror to satisfy a “must” or “shall” requirement does not automatically remove that Offeror from consideration. However, it may seriously affect the overall rating of the Offerors’ proposal.

6. Ownership of all data, materials and documentation originated and prepared for the Commonwealth pursuant to the URFP shall belong exclusively to the Commonwealth and be subject to public inspection in accordance with the Virginia Freedom of Information Act. Trade secrets or proprietary information submitted by an Offeror shall not be subject to public disclosure under the Virginia Freedom of Information Act. However, the Offeror must invoke the protections of § 2.2-4342F of the Code of Virginia, in writing, either before or at the time the data or other material is submitted. The written notice must specifically identify the data or materials to be protected and state the reasons why protection is necessary. The proprietary or trade secret material submitted must be identified by some distinct method such as highlighting or underlining and must indicate only the specific words, figures, or paragraphs that constitute trade secret or proprietary information. VII. Contract Award

Selection shall be made of two or more DSBSD-certified micro business offerors deemed to be fully qualified and best suited among those submitting proposals on the basis of the evaluation factors included in the Request for Proposals, including price, if so stated in the Request for Proposals, provided that the price proposal is up to and including $10,000.

Negotiations shall be conducted with the offerors so selected. Price shall be considered, but need not be the sole determining factor. After negotiations have been conducted with each offeror so selected, the agency shall select the offeror which, in its opinion, has made the best proposal, and shall award the contract to that offeror. The Commonwealth may cancel this Request for Proposals or reject proposals at any time prior to an award, and is not required to furnish a statement of the reasons why a particular proposal was not deemed to be the most advantageous (Code of Virginia, § 2.2-4359D). Should the Commonwealth determine in writing and in its sole discretion that only one DSBSD-certified micro business offeror is fully qualified, or that one such offeror is clearly more highly qualified than the others under consideration, a contract may be negotiated and awarded to that offeror. Any award to a DSBSD-certified micro business offeror pursuant to the above process may be made only if the price as negotiated remains under $10,000.

The award document will be a contract incorporating by reference all the requirements, terms and conditions of the solicitation and the contractor’s proposal as negotiated. If the agency in its sole discretion determines that the above criteria for limiting the negotiation to micro businesses are not present, the agency shall follow the same process as specified above, but restricting the negotiation instead to DSBSD-certified small business offerors, provided that the price proposal is not more than $100,000. If the agency determines that the above criteria for limiting the negotiation to small businesses are not present, the agency shall follow the same process as specified above, but without restricting the negotiation to small or micro business offerors.
