Scope spans five service categories: District 1, District 2, District 3/4, Parks and Recreation Expanded Services, and Facilities and Operations Expanded Services. Pricing is hourly per district against estimated annual service hours of 4,470 to 30,647. Contingent services, including strip and wax, spray and buff, carpet shampooing, and window cleaning, are priced separately per square foot or hour. The contractor furnishes all labor, materials, supplies, tools, transportation, and equipment, except county-supplied consumables listed in Exhibit D. Required insurance includes commercial general liability of $1 million per occurrence and $2 million general aggregate, commercial auto liability of $1 million, statutory workers compensation, and commercial umbrella coverage of $1 million, with Harford County named as additional insured. Location quantities may change during the contract through amendment.

The initial term runs July 1, 2027 through June 30, 2028, with the county holding the exclusive option to extend for up to four additional one-year terms. Award is anticipated in March 2027 and may be made to one or multiple contractors, by district, on best value. Prices must remain firm for the initial contract year and first renewal term; afterward, one escalation per year is permitted, capped at the lower of CPI-U or 3 percent.

The technical proposal carries 80 percent of the evaluation score across Current and/or Past Performance (16 points), Years in Business (8 points), Equipment Owned by Contractor (16 points), Number of Staff Members (20 points), and Summary to Execute Plan (20 points). The cost proposal carries 20 percent. Technical proposals must reach a minimum of 70 percent (56 points) to advance to cost scoring.

Questions are due December 11, 2026 at 1:00 p.m. ET through the Euna Portal. Sealed technical and cost proposals are submitted separately through Euna, no public opening will occur, and no site visits will be conducted.
