Contractors must participate in E-Verify under Georgia's Illegal Immigration Reform and Enforcement Act of 2011. The scope covers complete, fully operational systems with new batteries, maintenance bypass equipment, electrical work, integration with the County's existing Schneider Electric EcoStruxure monitoring environment, startup and commissioning, coordinated cutover, removal and disposal of existing equipment, documentation, and staff training. The 911 Center technical specification describes a modular UPS with matching battery cabinet, sidecar, and raised-floor stands. Existing UPS units must remain operational until the County authorizes cutover, and removal before approved cutover is prohibited. Cutover labor must be priced for nights and weekends.
Bidders must submit separate fixed-price proposals for each data center, itemized by major project component, and include a 5% bid bond with the bid. Performance and payment bonds equal to 100% of the contract price are required upon award. The contract term is 14 months from the Notice to Proceed, which must be issued within 30 days of award. Commercial general liability insurance of at least $1,000,000 is required. Payment terms are Net 30 with monthly invoicing for completed and inspected work. The County may reject any or all bids and may cancel the contract on 60 days' written notice.
The mandatory pre-bid conference is November 10, 2026 at 3:30 p.m. EST at the Jackson County Administrative Building, with site walkthroughs lasting approximately two hours. Written questions are due November 11, 2026 at 5:00 p.m. EST.
