About this opportunity
The Maryland Aviation Administration is requesting proposals from master contractors under the PBX IV Master Contract (001B0600162) to supply telecommunications equipment upgrades addressing end-of-life PBX components, with bids due December 10, 2026, at 2:00 p.m. EST via eMMA. This is a secondary competition limited to contractors already holding awards under the master contract.
The scope covers three line items: SCF-CP03-B units (Part Number BE118734, quantity 1), CFAST-16GB PROGRAMMED-SV95 units (Part Number Q24-FR000000138568, quantity 6), and GR/SR-NODE(1.5U)-C units (Part Number Q24-FR000000138835, quantity 4). All equipment must be new and unused. Delivery is to the Maryland Aviation Administration Materials Management Section at 7005 Aviation Boulevard, Glen Burnie, Maryland. Master contractors must provide manufacturer quotes (not MSRP), include estimated ship dates and lead times, and submit a Mercury Affidavit. No restocking fees are permitted for items returned due to damage or incorrect shipment.
Pricing is the primary evaluation criterion, followed by delivery basis. The procurement carries no MBE or VOSB participation goals. Bid validity extends for 180 days from the proposal due date. Prime contractors and all subcontractors must obtain BWI Red Badges with required security training. Invoicing occurs 30 days after work completion and acceptance, submitted to maaacctpayable@bwiairport.com.
Addendum No. 1, issued December 2, 2026, extended the original December 2 deadline to December 10, 2026, at 2:00 p.m., and extended bid validity from 90 days to 180 days. Acknowledgment of the addendum is required with bid submission; failure to acknowledge may result in bid rejection.
