About this file
This is a Purchase Order Request for Proposals (PORFP) issued by the Maryland Aviation Administration (MAA) for PBX IV telecommunications equipment upgrades at BWI Marshall Airport. The PORFP requests new and unused equipment including three specific items: Part Number BE118734 (SCF-CP03-B) in quantity one, Part Number Q24-FR000000138568 (CFAST-16GB PROGRAMMED-SV95) in quantity six, and Part Number Q24-FR000000138835 (GR/SR-NODE 1.5U-C) in quantity four. This secondary competition is limited to Master Contractors already awarded contracts under the PBX IV Master Contract (001B0600162). Proposals are due on December 2, 2025, at 2:00 PM EST, with submission required through the State's eMaryland Marketplace Advantage (eMMA) e-procurement system. Equipment must be delivered to the Maryland Aviation Administration Materials Management Section at 7005 Aviation Boulevard, Glen Burnie, Maryland. The Agency Point of Contact is Phoebe Yost at pyost@bwiairport.com or 410-859-7666.
The PORFP is classified as a Fixed Price (FP) acquisition covering Functional Area I (Hardware, Associated Peripherals and Software) with no Minority Business Enterprise or Veteran-Owned Small Business goals applicable. Pricing is identified as the primary evaluation criterion, followed by delivery basis, with award to the Master Contractor offering the most advantageous proposal to the State. Master Contractors must provide manufacturer quotes rather than Manufacturer's Suggested Retail Prices, include estimated ship dates and lead times, and submit a Mercury Affidavit. All proposals must remain valid for 180 days following the proposal due date. No restocking fees are permitted for items returned due to damage or incorrect shipment. Prime contractors and all subcontractors must obtain BWI Red Badges with required security training. Invoicing shall occur 30 days after work completion and acceptance, submitted to maaacctpayable@bwiairport.com.
