About this opportunity
The Georgia State Financing and Investment Commission (GSFIC), on behalf of the Board of Regents of the University System of Georgia and Savannah State University, is seeking Design-Build services for Project No. J-437, the Campus Wide HVAC Renewal at Savannah State University located in Savannah, Georgia within Chatham County. The project aims to address critical HVAC system upgrades across multiple campus buildings, including the Social Science, Drew Griffith Science, Kennedy Fine Arts, Whiting, and McGlockton NROTC buildings, with a preliminary construction cost estimate of $5.4 million. Interested firms must meet minimum qualifications related to bonding capacity, insurance coverage, contractor licensing, financial stability, and safety record. Proposals will be evaluated based on the firm's stability, relevant experience, and suitability for the project, with the final selection based on a combination of the qualifications/interview score and the proportionate fee proposal score. The RFQ submission deadline is August 14, 2024, with a mandatory pre-proposal site visit for finalist firms on August 26, 2024, and fee proposals from finalist firms due on September 9, 2024, followed by interviews on September 10, 2024.
While the RFQ does not mention any specific set-aside requirements, the state encourages participation of small, minority, and women-owned businesses. The project has an existing Building Automated System contract with Johnson Controls, and the Design-Builder must be aware of this. Commissioning will be provided by a third-party agent hired by GSFIC, separate from the Design-Builder's responsibilities. The work will be phased, with the Owner and Design-Builder determining the appropriate component packages. Retainage will be held by GSFIC on stored materials, and 100% of stored material costs will not be paid. Temporary heating and cooling may be required during construction due to the academic building use.
