About this file

This document is a Q&A from the Georgia State Financing and Investment Commission (GSFIC), on behalf of the Board of Regents of the University System of Georgia and Savannah State University, regarding a Design-Build services contract for Project No. J-437 Campus Wide HVAC Renewal at Savannah State University. The project scope includes HVAC system renewals, with the Design-Builder working with the Owner to determine the specific buildings and systems that can be addressed within the stated cost limitations. The Design-Builder will not be responsible for creating construction documents for work that cannot be completed within the budget. The campus has an existing Building Automated System contract with Johnson Controls, and the Design-Builder must be aware of this. Commissioning will be provided by a third-party agent hired by GSFIC, separate from the Design-Builder's responsibilities. The work will be phased, with the Owner and Design-Builder determining the appropriate component packages.

Regarding pricing, retainage will be held by GSFIC on stored materials, and 100% of stored material costs will not be paid. Temporary heating and cooling may be required during construction due to the academic building use. Duct cleaning requirements will be determined in the scope of work. The GSFIC Design-Build contract contemplates one Material Completion Date for all work, including any component change orders, and no retainage release upon individual building completion.

Step I Questions

J-427 DB

Campus Wide HVAC Renewal Savannah State University

1. The RFQ notes Georgia Peach Certification is required. This project is an HVAC only project. Georgia Peach Certification requires compliance with items not a part of this project. For example, water use reduction is mandatory for certification. Plumbing is not included in the scope of work.

a. How is Georgia Peach Certification to be achieved?

b. Should it be removed as a requirement for this project?

c. Georgia Peach Certification requires a commissioning agent (CxA). Does the Program Manager have a CxA retained? Is it the responsibility of the Design-Builder to retain a third party CxA?

Georgia Peach Certification is not required.

2. Does the stated cost of limitations (SCL) provided in the Project Budget include the Design Professional and Construction Management fees?

The SCL excludes Design Professional Fees but includes the Construction Management Fees.

3. The project description is vague. Will the Program Manager identify projects after the RFP/RFQ is awarded or will it be up to the Design-Builder to identify these projects?

The Design-Builder will work with the Owner to determine which buildings or systems can be replaced within the SCL.

4. Does the Design Professional provide construction documents for all identified projects even if the construction budget does not allow for some of the projects to be completed?

The Design Builder will work with the Owner to identify the scope that can be completed within the SCL. The Owner does not intend to have the Design Builder create construction documents for work it cannot afford to complete within the SCL.

5. Does the campus have any sole source contracts for controls or equipment that the Design-Builder needs to be aware of?

Yes, JCI Metasys is the campus Building Automated System

6. Will the commissioning agent provide a list of deficiencies for each project that the Design-Builder will have to remedy along with the project identified?

The Commissioning Agent will perform testing of all newly installed systems. This testing does not relieve the Design-Builder of its responsibility to ensure that all systems are functioning properly.

7. Will a pre-test and balance of the existing systems be required for all projects identified for performance verification?

Yes

8. I assume purchasing and submittal will be included in the preconstruction schedule?

Purchasing and submittals can extend into the construction phase but considering the lead times for HVAC equipment, it seems that the purchasing and submittals would need to take place in the preconstruction phase.

9. In order to maintain the one year schedule, cooling and heating will be interrupted thereby causing interruption in classes, admin areas, etc. Will temporary heat & air be a requirement in this project? This is a considerable cost add.

Since the project buildings are academic buildings, firms should plan for temporary heat and air

10. Will duct cleaning be required?

Duct cleaning will be determined in the scope of work.

11. Will each building be treated as a separate contract or change order within the contract?

The Owner and Design-Builder will work together to determine how best to phase the work and determine what component packages are necessary.

12. If each building is a stand-alone change order, will retainage be released upon completion of that building and warranty start?

The Owner has not determined how the work will be phased. The GSFIC Design-Build Contract contemplates one Material Completion Date for all work, including any component change orders.

14. Will 100% of stored material cost be paid? No retainage.

GSFIC holds retainage on stored materials.

15. Will commissioning be provided by the Owner under a separate contract or will it be included in this contract.

GSFIC will hire a third-party commissioning agent. Commissioning will not be performed by the Design-Builder.
