About this opportunity
Gwinnett County's Department of Support Services is conducting an Informal Written Quote (IWQ) procurement for parking lot improvements at the Gwinnett County Police Precinct North facility located at 2735 Mall of Georgia Boulevard, Buford, Georgia. The scope of work includes asphalt surface improvements encompassing full-depth removal, milling and overlay, and crack fill and sealing across approximately 40,735 square feet of pavement; concrete curb repair totaling 45 linear feet; restriping of 110 parking spaces with white traffic paint; resetting of a loose bollard; and reinstallation of wheel stops, signs, and posts on a 3.54-acre site. Contractors must execute work in at least two construction phases to maintain accessibility and parking availability during ongoing operations, with substantial completion required by November 1, 2026. A mandatory pre-quote conference is scheduled for April 29, 2026 at 10:00 A.M. at the precinct location, and quotes must be submitted by 3:00 P.M. on May 19, 2026 to Jake Scarpone, Purchasing Associate III, via email at Jake.Scarpone@GwinnettCounty.com or by mail. The County will award the contract to the lowest responsive and responsible bidder based on lump-sum fee pricing, and contractors must provide a one-year warranty against defects in labor and materials with warranty call response required within 48 hours. Required qualifications include comprehensive insurance coverage with Commercial General Liability minimum limits of $2,000,000 general aggregate, Automobile Liability of $1,000,000 combined single limit, Workers' Compensation at Georgia statutory limits, and Umbrella/Excess Liability coverage, all with A.M. Best ratings of A-7 or higher and naming Gwinnett County Board of Commissioners as Additional Insured.
Contractors are ineligible to submit if they appear on the Gwinnett County ineligible source list, debarred list, or suspension list during the solicitation period. All contractors must comply with Georgia's Illegal Immigration Reform Enhancements for 2013 and maintain current E-Verify certification, with required submittals including a completed Quote Schedule, References, Subcontractor List, E-Verify affidavit, and Certificate of Insurance; failure to provide these documents may result in rejection. Contractors assume responsibility for all labor, materials, equipment, disposal, travel costs, environmental compliance, site cleanliness and security, and traffic management to maintain single-lane operations during construction phases. The County reserves the right to reject any or all quotes, waive technicalities, split quotes, and negotiate terms with the lowest responsive and responsible bidder at its sole discretion. No specific budget range or award value is disclosed in the solicitation documents, and no incumbent vendors, set-asides for disadvantaged enterprises, or existing infrastructure integration requirements are identified.
