About this opportunity
Harris County Toll Road Authority is soliciting bids on replacement sprayer and spreader equipment for de-icing and anti-icing material under ITB, with bids due June 15, 2026, and a one-year contract term beginning June 1, 2026. Harris County's minimum wage policy applies — contractors must pay all workers directly assigned to the contract $21.65 per hour effective July 1, 2025, with annual adjustments; this requirement does not apply to goods-only suppliers or contracts valued below $50,000 annually.
The scope comprises three trailer-mounted 500-gallon agriculture sprayers and four commercial snow and ice control spreaders, delivered annually on a rotating basis to replace an aging fleet (15 sprayers averaging over 10 years old; 26 spreaders with 85 percent over 12 years old). All equipment must be new, unused, current production models. Sprayers require components from Wylie & Son Incorporated, ACE Pumps, and Texas Industrial Remcor; spreaders must be from Henderson — single-source manufacturer specifications. The vendor must deliver within 14 calendar days of purchase order receipt, with liquidated damages at one percent of total equipment cost per day of delay (capped at 10 percent). All pricing must be all-inclusive on an F.O.B. destination basis, firm for 90 days after contract commencement. The vendor must provide a one-year warranty (100 percent parts and labor), maintain a local account manager available Monday through Friday 7:30 a.m. to 5:00 p.m. CST, and respond to urgent issues within four hours.
The contract carries six optional one-year renewals subject to Harris County Commissioners Court approval and identical terms and pricing. Mandatory insurance includes workers' compensation ($1,000,000 per accident/employee), commercial general liability ($1,000,000 per occurrence / $2,000,000 aggregate), automobile liability ($1,000,000 combined single limit), and umbrella coverage ($1,000,000), all issued by A.M. Best A-VII or better carriers. Harris County must be named as additional insured on a primary and non-contributory basis. Bidders must submit a tax residence certification and complete a subcontractor listing form identifying any HUB/MWBE or Section 3 designations. Questions are due by the deadline specified in the project schedule. Bids must be submitted online through Bonfire or as sealed hard copies before 2:00 p.m. Houston time on June 15, 2026.
