The solicitation seeks vendors to supply three trailer-mounted 500-gallon agriculture sprayers annually and four commercial snow and ice control spreaders annually on a rotating basis to replace an aging fleet. The sprayer fleet consists of 15 units with an average age exceeding 10 years, while the spreader fleet includes 26 units with 85 percent over 12 years old. The contract term begins June 1, 2026, and continues for one year with six optional one-year renewals, subject to Harris County Commissioners Court approval and identical terms and pricing. All equipment must be new, unused, current production models free from defects, with specified manufacturers including Wylie & Son Incorporated for sprayer components, ACE Pumps and Texas Industrial Remcor for control systems, and Henderson for spreader equipment. Vendors must submit questions in writing through Bonfire by the deadline specified in the project schedule, and Harris County will compile and release all questions and answers as public notice.

Pricing must be all-inclusive on the bid table, incorporating all labor, materials, equipment, and testing costs with no separate line item rates accepted. Prices cannot increase for 90 days after contract commencement or within 90 days of previous increases, though manufacturer-documented industry-wide price changes are permitted. The vendor must deliver equipment within 14 calendar days of purchase order receipt, with liquidated damages assessed at one percent of total equipment cost per day of delay, not to exceed 10 percent. Shipping and delivery costs to designated HCTRA locations are the vendor's responsibility and must be included in the bid price on an F.O.B. destination basis. All equipment carries a one-year warranty covering 100 percent parts and labor, with the vendor responsible for response within one business day and corrective action within three business days; if repairs exceed five business days, the vendor must provide temporary replacement equipment at no cost. The vendor must maintain a local account manager available Monday through Friday, 7:30 a.m. to 5:00 p.m. CST, with after-hours emergency contact providing response within four hours for urgent issues.
