About this opportunity

The Commonwealth of Massachusetts Executive Office of Public Safety & Security Military Division is requesting bids on vehicle denial barrier installation at Otis Air National Guard Base, with sealed electronic bids due via COMMBUYS on September 24, 2026 at 10:00 a.m. and a mandatory site visit on September 17, 2026 at 9:00 a.m. at the Bourne Connery Gate.

The base bid scope requires retrofitting approximately 1,000 linear feet of existing fence using dual-cable high-tension arresting systems conforming to Department of Defense Unified Facilities Criteria (UFC 4-022-03 and UFC 4-022-02), International Building Code standards, and applicable state and federal codes. Cable specifications mandate minimum 3/4-inch diameter high-strength steel cables with 200-foot anchoring intervals and concrete deadman blocks installed on the secure side of the fence. Two alternates are optional: Alternate 1 covers approximately 150 linear feet of new steel cable guardrails to a parking entrance; Alternate 2 addresses excavation and relocation of existing concrete deadman blocks along East Truck Road and Generals Boulevard. All contractors must field-verify site conditions, alignments, and material quantities prior to final design and procurement. The work site is located over the Cape Cod Sole Source Aquifer, requiring strict environmental compliance including zero-tolerance spill policies, silt fencing, AF Form 103 Dig Permits, and secondary containment capacity of 110 percent of fluid volume for all hazardous substances. All contractor personnel require Defense Biometric Identification System vetting and background clearances submitted at least fourteen days before work commencement.

The estimated contract value is $90,000.00, awarded to the lowest responsible and eligible bidder. The contract is limited-user, fee-for-service, and subject to prevailing wage rates established by the Department of Labor Standards with certified payroll submissions required prior to progress or final payment. A payment bond equal to 50 percent of the project cost is required. Construction workforce utilization goals specify 15.3 percent minority workers and 6.9 percent women workers of the final contract price including accepted alternates. All on-site employees must complete an OSHA-approved construction safety and health course of at least 10 hours duration prior to beginning work. Questions are due by September 21, 2026 at 10:00 a.m. Award notification is expected September 25, 2026 with an estimated contract start date of September 30, 2026. Contractors must submit an Authorized Signatory Form, Non-Collusion Form, and Massachusetts Tax Compliance Form with their bids. The contract is subject to Massachusetts General Law Chapter 30, Section 39M and Department fund availability.
