About this file
This file is an informational document issued by the Department of Homeland Security (DHS) and Transportation Security Administration (TSA) regarding REAL ID compliance requirements applicable to federal agencies and facilities. The document announces that effective May 7, 2025, federal agencies including DHS and TSA will only accept state-issued driver's licenses and identification cards that are REAL ID compliant, as evidenced by a star marking on the upper portion of the card, for purposes of accessing federal facilities and TSA airport security checkpoints. Enhanced Driver's Licenses (EDLs) issued by Washington, Michigan, Minnesota, New York, and Vermont are recognized as acceptable alternatives to REAL ID-compliant cards for official purposes. The requirements apply to any individual seeking access to Massachusetts National Guard facilities without a REAL ID, who will be denied access. The document references the REAL ID Act of 2005 (H.R. 418), which implemented recommendations from the 9/11 Commission to establish federal standards for the issuance and security of driver's licenses and identification cards.
The document clarifies that beginning May 7, 2025, anyone 18 years of age or older planning to fly domestically or visit certain federal facilities must possess a REAL ID or acceptable alternative identification. The Act's provisions establish minimum security standards for license issuance and production and prohibit federal agencies from accepting noncompliant driver's licenses and identification cards for official purposes. The prohibitions do not extend to other uses of driver's licenses or identification cards unrelated to official purposes as defined in the Act. Contractors and individuals working on federal projects or accessing federal facilities should ensure compliance with these identification requirements, as the enforcement of the REAL ID Act represents a vital component of the national security framework. Additional information and examples of compliant REAL IDs are available through the DHS website at https://www.dhs.gov/real-id/real-id-faqs.

ATTENTION CONTRACTORS:
Effective 7 May, 2025: Federal agencies, including DHS and TSA, may only accept state-issued driver’s licenses and identification cards as identification for purposes of accessing federal facilities - including TSA airport security checkpoints - if the license or card was issued by a REAL ID compliant state in accordance with the REAL ID security standards (meaning the license or card must include the REAL ID compliant star marking).
REAL ID-compliant cards will have of one of the following markings on the upper top portion of the card. If the card does not have one of these markings, it is not REAL ID-compliant and won’t be accepted as proof of identity in order to board commercial aircraft.
Examples of Real ID’s are included at the conclusion of this document
Enhanced Driver’s Licenses (EDL) issued by Washington, Michigan, Minnesota, New York, and Vermont are considered acceptable alternatives to REAL ID-compliant cards and will also be accepted for official REAL ID purposes. Most EDLs do not contain the star marking and this is acceptable.
Any individual seeking access to a MA National Guard facility without a Real ID will be denied access.

The REAL ID Act, passed by Congress in 2005, H.R. 418 - Real ID Act of 2005 enacted the 9/11 Commission’s recommendation that the Federal Government “set standards for the issuance of sources of identification, such as driver's licenses and identification cards.” The Act and implementing regulations establish minimum security standards for license issuance and production and prohibit federal agencies from accepting for certain official purposes noncompliant driver’s licenses and identification cards.
