About this opportunity
The Solid Waste Authority of Palm Beach County has issued Invitation to Bid (ITB) No. 26-04/AL for the sale of surplus lead acid batteries for recycling. The procurement seeks a vendor to purchase and recycle lead acid batteries collected from two Household Hazardous Waste Facilities located in West Palm Beach and Delray Beach, Florida. The estimated annual volume is 220,000 pounds of batteries, including automotive, marine, industrial, and backup batteries in liquid and gel-filled formats. Bidders must provide comprehensive pick-up services, including obtaining tare and load weight tickets, responding to pick-up requests within 24-48 hours, and palletizing and shrink-wrapping batteries for transport. The contract will be awarded to the responsive, responsible bidder offering the highest price per pound, with an initial two-year term and an option to renew for an additional one-year period. The bid responses are due by October 29, 2025, and must be submitted electronically through the Bonfire e-procurement system. Bidders are required to provide references, equipment lists, and demonstrate qualifications through a comprehensive Bidder's Qualification Statement.
This procurement does not have a specific Small Business Enterprise (SBE) participation requirement, though the Authority encourages SBE participation. Bidders must meet extensive qualification criteria, including providing proof of insurance with specific coverage limits, including $1,000,000 in Commercial General Liability, Automobile Liability, and Pollution Liability. The contract prohibits subcontracting and requires strict compliance with safety regulations and federal, state, and local codes. Vendors must provide a 24-hour emergency contact number and certify compliance with various statutory requirements, including maintaining a drug-free workplace and non-discrimination policies. While no specific budget range is listed, the contract is revenue-generating, with the vendor paying the Authority for the batteries. Payments will be made monthly, with detailed documentation requirements including weight tickets and purchase order numbers. The Authority reserves the right to make primary, secondary, and tertiary awards and to extend the contract for up to 90 days if necessary.
