About this opportunity

Harris County Precinct 2 is requesting bids on complete removal and replacement of the existing TPO roofing system at the Leonel J. Castillo Community Center (2101 South Street, Houston, Texas 77009) under ITB 26/0102, with bids due June 15, 2026 and a mandatory pre-bid meeting and site visit on June 2, 2026 at 10:00 a.m. CST (attendance limited to four individuals per company). M/WBE participation goals apply; bidders unable to meet the goal must document good faith efforts including direct solicitation to M/WBE firms at least 15 calendar days before bid submission and follow-up communications at least 7 calendar days prior.

The scope encompasses removal of the existing membrane, insulation, cover board, gutters, downspouts, flashings, and all associated components, followed by installation of a new complete, fully functional, and watertight roofing system. Bidders must hold all required state and local licenses and demonstrate a minimum of five completed commercial TPO roofing projects of similar size and scope within the past five years. A minimum five-year workmanship warranty and a twenty-year No Dollar Limit manufacturer warranty covering the full TPO roofing assembly are required. Pricing must be all-inclusive with no separate line-item rates accepted; price increases are prohibited for 90 days after contract commencement and within 90 days of any previous increase, with increases limited to industry-wide changes documented by the manufacturer.

The contract term begins on or about July 9, 2026 and continues for one year or until all services ordered before expiration have been satisfactorily delivered and accepted. Harris County reserves the right to exercise four one-year renewal options on the same terms, conditions, and pricing, subject to Commissioners Court approval. Vendors must comply with prevailing wage under Texas Government Code Section 2258 and Harris County's Minimum Wage Policy ($21.65 per hour), with certified weekly payrolls required. Harris County Contractor and Worksite Safety Policies apply; all prime contractors and subcontractors must complete Safety Record Questionnaires and meet OSHA Severe Violator, citation, and criminal history standards, with all workers obtaining OSHA 10 certification and managers obtaining OSHA 30 certification prior to work commencement. Bid guaranty of 5% of total bid amount and performance/payment bonds equal to total contract value are required. Liquidated damages are assessed at $100 per calendar day for failure to meet contract requirements. Award will be made to the responsible bidder submitting the lowest and best bid as determined by overall evaluation considering price, ability, capacity, skill, quality of performance, and vendor availability.
