About this opportunity
Harris County, Texas is requesting bids for door lock replacement services and related items at various juvenile detention facilities under ITB 26-0121, with bids due June 15, 2026 and a non-mandatory pre-bid conference on June 4, 2026 at 11:00 a.m. CST via Microsoft Teams. The scope requires replacement of approximately 150 existing door locks at the Harris County Leadership Academy with 150 new ASSA Mogul Cylinders or equivalent County-approved components, plus comprehensive assessments of lock-system conditions at the Harris County Juvenile Justice Center, Harris County Youth Village, and Burnett-Bayland Rehabilitation Center to determine additional replacement needs. All materials must be new, unused, current production, and OEM products fully compatible with Harris County's existing Master Key System, with prior written approval required before any substitutions.
The contract term is one year beginning approximately September 1, 2026, with Harris County holding the option to exercise four additional one-year renewals subject to Commissioners Court approval and the same terms, conditions, and pricing. All-inclusive pricing must incorporate labor, material, equipment, testing, and other costs, with a 90-day price freeze after contract commencement. Vendors must respond to routine requests within 24 hours, urgent requests within 4 hours, and emergency requests immediately, maintain 100 percent compliance with approved keying schedules, provide a minimum one-year warranty on all parts and labor, and deliver on-site training (minimum two sessions per facility) and closeout documentation within five business days of project completion.
Harris County requires contractors to maintain comprehensive primary commercial insurance with the County named as additional insured, including Workers Compensation ($1 million per accident), Commercial General Liability ($1 million per occurrence / $2 million general aggregate), Automobile Liability ($1 million combined single limit), and Umbrella/Excess Liability ($1 million per occurrence). All policies must be issued by A.M. Best A-VII or better rated carriers licensed by the Texas Department of Insurance. Harris County's minimum wage policy of $21.65 per hour applies to all workers directly assigned to this contract, with annual adjustments on October 1st. Bidders must submit a completed Subcontractor Listing Form identifying all proposed subcontractors, with Harris County retaining approval authority over any subcontractor selection. Written questions are due prior to the deadline listed in the Event Schedule and will be compiled and released as public notices to all bidding firms.
