About this opportunity
The Florida Department of Environmental Protection (FDEP), Bureau of Design and Construction is soliciting competitive sealed bids for the Guana Tolomato Matanzas National Estuarine Research Reserve North Boardwalk Reconstruction project. The procurement is an Invitation to Bid (ITB) with bid number BDC02-25/26, seeking a licensed contractor to provide comprehensive services including labor, materials, equipment, supervision, and permitting for repairing the North boardwalk and parking lot boardwalk. Mandatory bidder prequalification requires each contractor to submit a biennial pre-qualification letter from FDEP's Bureau of Design and Construction or provide a current State Contractor license certification and Corporate Charter registration. Bid documents will be available for download on August 28, 2025, with bid submissions due no later than 3:30 pm ET on October 1, 2025, at the Carr Building's Welcome Desk in Tallahassee. The bid will be officially posted by October 8, 2025, and the project is located at 505 Guana River Road in Ponte Vedra Beach, Florida, with project manager Uyles "JR" Keen overseeing the initiative.
The procurement supports diversity in its contracting approach and encourages subcontracting opportunities that reflect Florida's demographic diversity. Bidders must utilize the E-Verify system to confirm employment eligibility and provide accommodations for individuals with disabilities. The project must adhere to green building standards as specified in Executive Order 07-126 and Section 255.252(3), F.S. While specific budget ranges were not explicitly detailed in the documentation, the comprehensive nature of the boardwalk reconstruction suggests a substantial infrastructure investment. The FDEP reserves the right to reject any or all bids, indicating flexibility in the procurement process. The project's location in St. Johns County and its focus on estuarine research reserve infrastructure suggests this is a critical environmental and recreational facility improvement initiative with potential long-term community and ecological benefits.
