About this opportunity
The City of Fort Worth is requesting sealed bids for athletic field improvements at Rockwood, Rolling Hills, Northwest Community, and Gateway Parks under ITB CPN 105169/105170/105868, with bids due August 27, 2026, and a mandatory pre-bid web conference on August 12, 2026. A 30% small business utilization goal applies, with small businesses required to be certified by approved agencies and physically located within Tarrant, Denton, Wise, Parker, or Johnson counties. Nonresident bidders must comply with Texas Government Code Chapter 2252 and underbid resident Texas bidders proportionally.
The scope encompasses installation of remote equipment controllers at Gateway Park and Rolling Hills Soccer Complex; rehabilitation of softball infields at Gateway and Rockwood Parks using Pro Play Classic infield clay mix (approximately 6,650 combined square yards); construction of four cantilever shade structures over bleachers at Northwest Community Park; turf grass installation (approximately 1,210 combined square yards); and electrical upgrades to lighting control systems with Musco equipment integration at multiple locations. Work must be completed within 120 calendar days from contract commencement. Contractors and designated subcontractors must be pre-qualified by the City prior to bid opening. Contractors must comply with utility location and notification protocols (minimum 48 hours prior to excavation), erosion control measures, tree protection (with penalties ranging from $100 to $400 per caliper inch for damage), pre-construction video documentation, and site restoration to pre-construction conditions. A two-year warranty and maintenance bond is required for all landscaping and hardscape installations. Construction is limited to 7:00 AM to 6:00 PM, Monday through Friday, unless approved.
The base bid total is $185,000 with an additional $185,000 in alternate allowance bid items. A bid bond equal to five percent of the maximum bid price is required. Award will be made to the lowest responsive and responsible bidder, subject to City Council authorization. Electronic bids must be submitted through the Bonfire Procurement Portal; the City recommends allowing one week for submission. Questions and expressions of intent to attend the pre-bid conference are due by deadlines specified in the bid documents. All bidders must submit a Conflict of Interest Questionnaire or certify one on file with the City Secretary's Office, a Qualification Statement, and comply with small business utilization documentation requirements.
