About this opportunity

The Oregon Department of Transportation (ODOT) is conducting an Invitation to Bid (ITB) for the Adel New Employee Housing Duplex project, which involves constructing a one-story duplex in Adel, Oregon, serving multiple jurisdictions including Lake County and Albany City. The procurement seeks a contractor to complete a comprehensive construction project, requiring all labor, materials, transportation, equipment, and services to build a residential duplex with specific technical specifications. The duplex will feature structural wood framing, pre-engineered wood roof trusses, a slab-on-grade concrete floor, cementitious fiber board exterior siding, steel roof, vinyl-frame windows, and engineered vinyl flooring with painted gypsum wallboard interiors. Key project objectives include obtaining all necessary building and trade permits, completing substantial construction by November 1, 2022, and achieving final completion by November 15, 2022. The bid was posted on February 1, 2022, with a voluntary pre-bid meeting held on February 9, 2022, and bids were due through the OregonBuys system by March 2, 2022. Evaluation criteria will focus on the lowest responsive bid, with ODOT reserving the right to select deductive alternates and withdraw items from award consideration.

The contract opportunity does not explicitly indicate specific set-aside designations or restrictions for disadvantaged enterprises. Bidders must comply with prevailing wage rate requirements, Bureau of Labor and Industries (BOLI) regulations, and provide performance and payment bonds. The contractor will be required to follow General Conditions for public improvement contracts and adhere to Executive Order 21-29 vaccination requirements for workers. Preliminary bid results show one bidder, NW Paving LLC, with proposals for a traditional construction duplex at $595,900 and a modular home option at $498,900. The contract includes liquidated damages of $1,000 per calendar day for failing to meet the substantial completion date. Additional contract requirements include submitting BOLI forms with draw requests, providing project closeout documents, operation and maintenance manuals, warranties, and lien releases prior to final payment. The project will be subject to ODOT's conflict of interest guidelines and requires comprehensive documentation throughout the construction process.
