About this opportunity
The Georgia Department of Transportation (GDOT) has issued an Invitation to Bid (ITB) for a Surplus Property Management project focused on verification of Quitclaim Deeds (QCDs) for sold property management parcels. The solicitation seeks a pre-qualified contractor to conduct a comprehensive audit of 1,293 property management parcels, verifying that all deeds have been properly recorded in county property registries. Key deliverables include verifying deed recordings through the GSCCA website, updating GDOT's internal databases (Tpro and ProjectWise), and identifying any properties with unrecorded deeds. The project involves two primary tasks: QCD Verification for 1,293 parcels and QA/QC of 875 scanned files, with bidders required to provide a unit price for each parcel. The bid is due on July 8, 2025, at 2:00 PM, with an anticipated contract duration of 183 days from the Notice to Proceed. Evaluation criteria will focus on selecting the lowest, responsive, and responsible bidder based on submitted bid prices.
Participation in this procurement is restricted to contractors who are currently pre-qualified in the Surplus Property Management Project Manager service class (E-8) with GDOT. The solicitation includes a 15% Disadvantaged Business Enterprise (DBE) participation goal and requires bidders to meet several compliance requirements, including drug-free workplace certification and immigration compliance. Contractors must provide comprehensive insurance coverage, specifically $1 million in commercial general liability and $1 million in automobile liability. A communication restriction is in effect, prohibiting bidders from communicating with GDOT staff from the advertisement date until a successful respondent is selected. While a specific contract value is not explicitly stated, the scope involves auditing 1,293 parcels with unit pricing, suggesting a potentially significant project investment. Potential bidders who have not been pre-qualified must complete the qualification process through GDOT's website prior to submitting a bid.
