About this opportunity

Butts County Fire & Emergency Services is soliciting sealed bids from qualified manufacturers and dealers for one new, unused Quick Attack Fire Apparatus under ITB #27-03, with questions due December 3, 2026 and bids due December 15, 2026. A separate notification file states that the solicitation is to be reposted with corrections and gives no revised dates, so the dates here come from the original ITB. The source's jurisdiction field lists Burke County (FIPS 13033), while the ITB is issued by Butts County's Board of Commissioners and BCFES in Jackson, Georgia.

The apparatus must be fully equipped and ready for service, with a chassis, rescue body, pump, 300-gallon water tank, warning systems, front bumper monitor, winch, and specified rescue equipment. The specifications are functional rather than proprietary and cover quick attack, wildland/brush fire response, and rescue operations.

Bidders submit a total price including delivery F.O.B. destination to Butts County, with itemized cost breakdowns for optional items. A bid bond of 5 percent of the total proposed amount is required at submission. Performance and payment bonds at 100 percent of the contract amount follow only after the parties agree on a Guaranteed Maximum Price. Insurance requirements are $1 million combined single limit for general liability and automobile liability, and $1 million per employee/policy limit for workers' compensation and employer's liability. The contract is subject to federal funding requirements, including Davis-Bacon, Equal Employment Opportunity, Buy America, and domestic preference provisions. The contract term will be set after the County reviews the successful bidder's delivery timeline.

Five criteria are each weighted 20 percent: technical capability and suitability, total proposed cost, delivery schedule, manufacturer/dealer qualifications and comparable references, and warranty, service support, and training.

Questions go to JoAnna Phillips, Procurement Coordinator, at jphillips@buttscounty.org by 2:00 p.m. on December 3, 2026. The first addendum deadline is December 5, 2026 at 4:00 p.m. Sealed bids are due by 3:00 p.m. on December 15, 2026 at the Butts County Administration Office, Purchasing Department, Suite 4, 625 West Third Street, Jackson, Georgia 30233, and will be publicly opened and read at that time. A mandatory pre-bid conference is not required. The County reserves the right to reject any or all bids, waive technicalities, and negotiate terms with the lowest responsive responsible bidder.
