Butts County Fire & Emergency Services (BCFES) invites sealed proposals from qualified manufacturers and dealers for one (1) new, unused Quick Attack Fire Apparatus, fully equipped and ready for service. The County seeks a capable, reliable vehicle suitable for quick attack, wildland/brush fire response, rescue operations and related emergency services. The specifications below describe functional requirements rather than a proprietary design.

Proposal Instructions Submit a sealed proposal labeled “ITB #27-03 Quick Attack Fire Apparatus.” Late submissions will not be accepted. Include a detailed proposed apparatus description, manufacturer/model information, dimensioned layout or drawings, completed cost proposal, warranty documents, estimated delivery schedule, training plan, and at least three references for comparable deliveries.

Follow all solicitation submission instructions and deadlines issued by the County.

III. QUICK ATTACK TECHNICAL SPECIFICATIONS

General and Acceptable Alternatives New, unused, current-production, roadworthy, fully assembled quick attack apparatus.

Manufacturers may propose different makes, models, configurations, materials and systems that meet or exceed the intended functionality. Brand names, where mentioned for reference, are not mandatory. The County will evaluate proposed equivalents based on capability, compatibility, safety, durability, serviceability and overall value.

Chassis and Vehicle Preferred reference chassis: new Ford F-550 XL Super Duty, four-door crew cab, 4x4, dual rear wheels (DRW), or approved equal. Reference configuration includes approximately 203.7-inch wheelbase, 84-inch cab-to-axle dimension and 18,000-pound GVWR. An alternative chassis may be proposed if its payload, axle ratings, stability, dimensions and apparatus integration are equal or better and documented by the bidder.

Ford reference powertrain and equipment: 6.7L Power Stroke V8 turbo-diesel rated approximately 330 horsepower and 950 lb-ft torque; TorqShift 10-speed automatic transmission or equivalent;

4.10 limited-slip rear axle; approximately 40-gallon fuel tank; heavy-duty front and rear suspension;

four-wheel disc brakes with ABS; fire/rescue preparation package; dual heavy-duty alternators with approximately 377 amps combined output; stationary elevated idle capability; engine block heater and transmission PTO provision. Preferred chassis equipment includes air conditioning/defroster, power windows and locks, crew seating, appropriate towing mirrors, cab safety restraints and manufacturer-supported electrical interfaces. Comparable equipment and configurations are acceptable with supporting documentation.

Reference dimensional and integration requirements: completed apparatus target overall height under 96 inches and overall length no more than 26 feet, subject to County approval of justified

ITB #27-03 QUICK ATTACK FIRE APPARATUS DEADLINE 12/15/26 Page 5 of 30 alternatives. Provide finished vehicle dimensions, turning clearance, approach/departure angles, weight distribution, payload reserve, axle-load calculations and dimensioned drawings. Chassis modifications must preserve applicable manufacturer requirements and warranties. Exterior cab color and final finish are subject to County approval.

Pump and Plumbing Rear-accessible, engine-driven fire pump with electric start, primer, safe controls, labeled intakes and discharges, tank-to-pump and tank-fill plumbing, drainage and compatible hose connections.

Target pump performance: approximately 275 GPM at 50 PSI and 55 GPM at 200 PSI or demonstrated equivalent operational performance. Provide certified pump curves, test conditions and proposed performance.

Additional technical performance details: Reference pump performance: approximately 275 GPM at 50 PSI and 55 GPM at 200 PSI, with performance curves and operating altitude identified.

Include accessible suction/drafting connection, primer, pressure gauge, throttle, tank fill, 2.5-in rear discharge, 1.5-in preconnected hose discharge, booster-reel discharge, drains and compatible NST connections or documented adapters. Use corrosion-resistant piping and vibration-isolating connections; supply pressure-test results.

Water Tank and Booster Reel Approximately 300-US-gallon corrosion-resistant, baffled water tank with fill, vent, drain and level indication. Include powered booster reel with approximately 150 feet of 1-inch hose, suitable guides and a compatible adjustable nozzle. Equivalent hose/reel arrangements may be proposed with explanation.

Additional technical performance details: Reference capacity: 300 US gallons; corrosion-resistant baffled tank with accessible fill, vent/overflow, drain, level gauge and secure mounting. State tank warranty and actual usable capacity.

Front Monitor and Recovery Front-mounted, remotely operated forestry monitor controllable from the cab, with adjustable flow/pattern and suitable pump plumbing. Provide front-mounted electric winch with at least 12,000-lb rated line pull, appropriate mounting and controls, plus suitable towing/recovery attachment points. Propose alternative monitor controls or recovery systems with support ratings.

Standards, Safety and Exceptions Identify applicable federal, state and local motor vehicle requirements and fire apparatus standards, including the applicable provisions of NFPA 1900. Provide a written compliance/deviation schedule identifying any standard or specification not met, the proposed alternative, safety implications and corrective options. Do not represent an apparatus as fully compliant unless documentation supports that claim.

Additional technical performance details: Provide applicable vehicle certification, weight and axle-loading calculations, and a detailed list of any deviations from relevant NFPA 1900 provisions. In particular, disclose whether the chassis fuel tank can be drained without tank removal and any resulting standards exception. No blanket claim of full compliance will substitute for a specific deviation schedule.

Warranty and Service Provide written chassis, body, pump, tank, plumbing, electrical, paint and rescue-equipment warranties, with exclusions and service contacts. Preferred warranty benchmarks: apparatus 1 year; structural body and plumbing 10 years; paint 5 years; electrical 2 years; pump 3 years; tank limited lifetime. Comparable warranty packages may be evaluated. Include manuals, diagrams and local/regional service arrangements.

Additional technical performance details: Preferred benchmarks, subject to vendor documentation: apparatus minimum 1 year; structural body and plumbing approximately 10 years;

electrical approximately 2 years; paint approximately 5 years (prorated acceptable if disclosed);

pump approximately 3 years; water tank limited lifetime or comparable protection. State local service arrangements, response times and exclusions.

Delivery, Acceptance and Training Price shall include delivery F.O.B. destination to Butts County, Georgia; inspection, operational demonstrations and testing, manuals, and on-site operator familiarization. State the guaranteed or estimated delivery period following award and any schedule assumptions.

Equal or Equivalent Proposal Review Bidders may propose an equal or equivalent alternative to any preferred feature or configuration.

For each material alternative, identify (1) the requirement addressed, (2) proposed product/configuration, (3) supporting performance data and drawings, (4) benefits or limitations, and (5) any price or delivery impact. An alternative is not automatically disqualified because its brand, dimensions or construction method differs. The County retains sole responsibility for determining whether an alternative adequately serves its operational requirements. Any substantive solicitation changes applicable to all bidders will be issued by written addendum.
