About this opportunity
The Northwest Florida Water Management District is soliciting bids for well construction and aquifer testing in Bay County, Florida under ITB 26B-003, with bids due September 1, 2026 at 2:00 p.m. Eastern Time and a virtual pre-response meeting on August 18, 2026. Bidders must be licensed Florida water well contractors with a minimum of five years' experience and documented completion of at least two screened monitoring wells and three open-hole wells meeting specified depth and diameter requirements within the last five years — this experience qualification is the primary eligibility filter.
The scope comprises construction of three monitoring wells at a site within St. Andrews State Park in southern Bay County: a 6-inch-diameter Floridan aquifer monitoring well, a 4-inch-diameter intermediate aquifer monitoring well, and a 4-inch-diameter surficial aquifer monitoring well. Work includes geophysical logging, discrete water quality sampling, well development, a minimum 48-hour specific capacity test on the Floridan aquifer well, and site restoration. Both drilling and testing activities must be accomplished in a single mobilization, with work anticipated to start October 2026 and complete within approximately three months.
The District will award to the lowest-total-lump-sum bidder. If bids are tied, preference points apply: one point each for certified minority business enterprise status, certified veteran's business enterprise status, and implementation of a Drug-Free Workplace program. A 5% bid bond and 100% performance bond are required. A one-year warranty from final acceptance is included in the contract. Written inquiries are due August 19, 2026 at 2:00 p.m. Eastern Time. All bids must be submitted electronically through DemandStar; paper submissions are not accepted. Site visits are encouraged for condition evaluation prior to bid submission.
