The project scope encompasses a code-compliant Fire Detection System covering four zones: the Generator Air Housing (with two redundant aspirating smoke detectors), Control Room, Switchgear Room, and Basement. Key deliverables include a detailed design stamped by an Oregon-licensed Fire Protection Engineer, interface integration with the existing Allen-Bradley ControlLogix control system, all communication equipment and cabling, programming and commissioning services, staff training, and comprehensive Operations and Maintenance manuals with spare parts. Bidders must meet minimum qualifications including five years of experience performing substantially similar work on projects valued at least $75,000, with references from three comparable projects; the fire protection engineer must be licensed in Oregon, and the project superintendent must provide supervisory performance information for at least three projects completed since 2008, valued at least $75,000. Critical deadlines include a mandatory pre-bid conference on May 29, 2026, at 10:00 AM PT at the Carmen Smith Office parking lot; the deadline for questions and substitution requests is June 2, 2026; the final addendum will be issued by June 4, 2026; and sealed bids must be submitted electronically via OregonBuys no later than 2:00 PM PT on June 9, 2026. The anticipated project timeline shows a Notice to Proceed on July 10, 2026, a pre-construction meeting on September 7, 2026, construction beginning September 14, 2026, and completion by October 16, 2026, with Substantial Completion by October 23, 2026, and Final Completion by November 20, 2026.
All bidders must comply with Oregon Construction Contractors Board (CCB) and State Landscape Contractors Board (LCB) registration requirements, as well as prevailing wage requirements as specified in ORS 279C.800 through 279C.870. Bid security in the form of a certified bid bond equal to 10 percent of the total bid amount is required when the bid price exceeds $100,000, and the lowest responsible and responsive bidder will be required to provide a performance and payment bond equal to 100 percent of the contract award amount. The contractor must integrate the fire detection system with EWEB's existing Allen-Bradley ControlLogix control system and comply with all applicable codes including the National Electrical Code, National Fire Protection Association standards, and Oregon Occupational Safety and Health regulations. All materials and equipment must be UL-listed, and the contractor must maintain a Quality Assurance program meeting ISO 9001 standards, submit a comprehensive Construction Safety Plan, and develop a detailed Site Commissioning Procedure at least three weeks prior to testing. A one-year warranty is required for all work and equipment, with optional pricing available to extend coverage for an additional one or two years. The contract documents do not specify a budget range or contract award value; EWEB reserves the right to reject any or all bids and award the base bid only or with alternates.
