This is a Bid Specifications document for Invitation to Bid (ITB) 26-111-PW issued by the Eugene Water & Electric Board (EWEB) for the Trail Bridge Fire Detection System installation at their hydroelectric powerhouse located approximately 71 miles east of Eugene on the McKenzie River in Linn County, Oregon. The project scope encompasses the design, procurement, installation, programming, calibration, testing, commissioning, and delivery of a complete, code-compliant Fire Detection System (FDS) covering four zones: the Generator Air Housing (with two redundant aspirating smoke detectors), Control Room, Switchgear Room, and Basement. The contractor must provide a detailed design stamped by an Oregon-licensed Fire Protection Engineer, interface the FDS with the existing Allen-Bradley ControlLogix control system, furnish and install all communication equipment and cabling, perform all programming and commissioning, provide staff training, and deliver Operations and Maintenance manuals and spare parts. The anticipated timeline shows a Notice to Proceed on July 10, 2026, pre-construction meeting on September 7, 2026, construction beginning September 14, 2026, and completion by October 16, 2026, with Substantial Completion by October 23, 2026, and Final Completion by November 20, 2026. All work must be completed in one continuous construction phase during a plant outage coordinated with EWEB operations.

The contractor bears all costs associated with design, materials, labor, testing, quality assurance, training, and documentation submission, with no additional cost to EWEB for correcting deficiencies or addressing non-compliance. All materials and equipment must be UL-listed and comply with applicable codes including the National Electrical Code, National Fire Protection Association standards, and Oregon Occupational Safety and Health regulations. The contractor must submit a comprehensive Construction Safety Plan, maintain a Quality Assurance program meeting ISO 9001 standards, and develop a detailed Site Commissioning Procedure at least three weeks prior to testing. A one-year warranty is required for all work and equipment, with optional pricing available to extend coverage for an additional one or two years. The contractor must provide weekly progress updates via two-week look-ahead schedules, coordinate with EWEB personnel and other contractors on site, and complete all submittals including design, shop drawings, and commissioning procedures at least 30 days prior to mobilization.

B. A unique number, sequentially assigned, shall be noted on the transmittal form accompanying each item submitted. Original submittal numbers shall have the following format: “XXXXXX-YYY,” where “XXXXXX” is the specification section number and “YY” is a sequential number assigned by the Contractor. Resubmittals shall have the following format: “XXXXXX-YY-Z,” where “XXXXXX-YY” is the originally assigned submittal number and “Z” is a sequential letter assigned for resubmittals, i.e., A, B, or C being the first, second, and third resubmittals, respectively. Submittal 013235-01-B, for example, is the second resubmittal of Submittal 013213-01.

1.5.2 Deviation from Contract

A. If the Contractor proposes to provide material, equipment, or method of work that deviates from the project manual, this deviation shall be so indicated under “deviations” on the transmittal form accompanying the submittal copies.

1.5.3 Submittal Completeness

A. Submittals that do not have all the information required to be submitted, including deviations, are not acceptable and will be returned without review.

1.5.4 Electronic Database

A. In addition to the regular submittal process, which may include email of submissions to the Owner electronically, the Contractor shall maintain a secure internet-based electronic database of all submission documents and update the database with each submittal provided to the Owner. The electronic database will be set up and provided by the Contractor, who will retain all administrative privileges and assign access to Owner’s personnel and representatives as requested. The Contractor shall ensure that only the latest versions of all drawings, procedures, instructions, and other documents are stored on the electronic database, with all previous document versions moved to appropriate subfolders or retained by other means that do not result in several versions of the same document being listed together. The Contractor shall maintain the electronic database for a minimum period of 1 year following contract closeout.

1.6 REVIEW PROCEDURE

1.6.1 General

A. Submittals are specified for those features and characteristics of materials, equipment, and methods of work that can be selected on the basis of the Contractor’s judgment of their conformance to the specified requirements. Other features and characteristics are specified in a manner that enables the Contractor to determine acceptable options without submittals. The review procedure is based on the Contractor’s guarantee that all features and characteristics not requiring submittals conform as specified. Review shall not extend to means, methods, techniques, sequences, or procedures of construction; or to verifying quantities, dimensions, weights or gages, or fabrication processes (except where specifically indicated or required by the project manual); or to safety precautions or programs incident thereto. Review of a separate item, as such, will not indicate approval of the assembly in which the item functions.

B. When the Contract documents require a submittal, the Contractor shall submit the specified information electronically in PDF format via email.

1.6.2 Submittals for Review and Comment

A. Unless otherwise specified, within 21 calendar days after receipt of a submittal for review and comment, the Owner shall review the submittal and return one electronic copy of the

Fire Detection System marked-up original with review form. The electronic original will be retained by the Owner.

The returned submittal shall indicate one of the following actions:

1. If the review indicates that the material, equipment, or work method complies with the project manual, submittal copies will be marked “NO EXCEPTIONS TAKEN.” In this event, the Contractor may begin to implement the work method or incorporate the material or equipment covered by the submittal.

2. If the review indicates limited corrections are required, copies will be marked “MAKE CORRECTIONS NOTED.” The Contractor may begin implementing the work method or incorporating the material and equipment covered by the submittal in accordance with the noted corrections. Where submittal information will be incorporated in operations and maintenance (O&M) data, a corrected copy shall be provided.

3. If the review reveals that the submittal is insufficient or contains incorrect data, copies will be marked “AMEND AND RESUBMIT.” Except at its own risk, the Contractor shall not undertake work covered by this submittal until it has been revised, resubmitted, and returned marked either “NO EXCEPTIONS TAKEN” or “MAKE

CORRECTIONS NOTED.”

4. If the review indicates that the material, equipment, or work method does not comply with the project manual, copies of the submittal will be marked “REJECTED - SEE REMARKS.” Incomplete submittals and submittals with deviations that have not been identified clearly will be rejected without review. Except at its own risk, the Contractor shall not undertake the work covered by such submittals until a new submittal is made and returned marked either “NO EXCEPTIONS TAKEN” or “MAKE

CORRECTIONS NOTED.”

1.6.3 Product Data

A. Product data are not subject to submittal review procedures and shall be provided as part of the work under this Contract and its acceptability determined under normal inspection procedures.

1.7 EFFECT OF REVIEW OF CONTRACTOR’S SUBMITTALS

A. Review of contract drawings, methods of work, or information regarding materials or equipment the Contractor proposes to provide shall not relieve the Contractor of its responsibility for errors therein and shall not be regarded as an assumption of risks or liability by the Owner, or by any officer or employee thereof, and the Contractor shall have no claim under the Contract on account of the failure, or partial failure, of the method of work, material, or equipment so reviewed. A mark of “NO EXCEPTIONS TAKEN” or “MAKE CORRECTIONS NOTED” shall mean that the Owner has no objection to the Contractor, upon its own responsibility, using the plan or method of work proposed or providing the materials or equipment proposed.
