About this file

This Addendum No. 1 to Invitation to Bid 26-111-PW for the Trail Bridge Fire Detection System, issued by the Eugene Water & Electric Board (EWEB), modifies the original bidding specifications and provides clarification on equipment substitutions, design requirements, and installation parameters. The addendum confirms that while Notifier brand equipment (by Honeywell) is preferred, alternative fire alarm control panels from Edwards (EST), Potter Brand FA, and Siemens systems will be considered if they meet or exceed the capabilities of the specified Notifier panel, including provision of 12 Form-C contact relay outputs required for the Trail Bridge plant PLC, with all additional necessary components included in the bid price. Key technical clarifications address rigid conduit installation requirements (to be used throughout the powerhouse and up into the Air Housing to at least 24 inches above deck level), detection zone specifications for the Control Room (2 photoelectric detectors) and Switchgear zone (5 photoelectric detectors), dB levels for various zones (Air Housing at 100 dB, Switchgear at 80 dB, Control Room at 80 dB, and Basement at 100 dB), and confirmation that the design must be stamped by an Oregon-licensed Fire Protection Engineer and cannot be substituted with a Washington-licensed engineer. The addendum specifies that four horn strobes currently installed at Trail Bridge will be replaced, confirms this is a turnkey bid submitted via the Oregon Buys website, clarifies that the fire system will provide output signals only to plant equipment (not contact the fire department directly), and notes that the CO2 field piping has been removed from the facility.

The addendum includes responses to questions regarding facility access and equipment interfaces, confirming that access to Carmen-Smith construction documents and limited in-person facility visits will be provided to the selected bidder to inform design decisions. EWEB encourages optional bid items including the VESDA-E VEU as an alternative to the base requirement of three aspirating smoke detector units, though the agency emphasizes that the base bid must include the specified three-unit configuration to ensure redundancy and minimize device failure risk. The addendum clarifies operational details such as vault toilet availability for contractor workers near the plant entrance, confirms that no remote annunciator display is required beyond the Fire Alarm Control Panel display, and specifies that the annunciator will be integrated as part of the Fire Alarm Control Panel itself. The document constitutes a material change to the bid and requires bidder acknowledgment by signature and return of a copy with the bid response or by circling the addendum number on the bid form. Technical schematics are included showing the discrete input and output module configurations for PLC integration, identifying specific terminal block connections and wiring specifications for fire detection system integration with the Allen-Bradley ControlLogix system.

ADDENDUM #1

Trail Bridge Fire Detection System

ITB 26-111-PW

This addendum modifies the bidding document(s) for work only to the extent indicated herein. All other areas not specifically mentioned or affected by this addendum shall remain in full force. This addendum shall be added as a part of the original bidding document and shall become part of the work required.

Questions and Answers:

Q. Would a Edwards (EST) panel be approved as an equal to the Notifier panel?

A. Yes, based on the information submitted, EWEB will accept the substitution of the Edwards panel for the

Notifier panel described in the bid specifications providing any/all additional components necessary to meet or exceed the capabilities of the Notifier panel (expansion modules, relays, etc.), are included in the bid price.

Q. Would the Potter Brand FA system be acceptable and approved as an equivalent alternative to the Notifier system expressed in the bid docs?

A. EWEB will potentially require 12 "Form-C" contact relay outputs for the Trail Bridge plant PLC. Please ensure that any proposed substitution is provided in the bid along with any/all additional components necessary to meet or exceed the capabilities of the aforementioned Notifier panel (expansion modules, relay control modules, input monitor modules, etc.), and that these are included in the bid price for that proposed substitute panel.

Q. Would a Siemens system meet the performance requirements for the required Fire Alarm Control Panel?

Q. In section 2.2B of the bid specifications it is sated that the design shall be stamped by an “Oregon-licensed

Fire Protection Engineer.” Would EWEB consider opening this up to a “Washington-licensed Fire Protection Engineer” as well?

A. EWEB must have the design stamped by a fire protection engineer who is licensed in the State of Oregon.

Q. Will vault toilet be available for use by contractors during the project?

A. Yes, EWEB will allow the contractor’s workers to use EWEB’s vault toilet near the plant entrance. It is recommended that the Contractor’s workers bring surplus supplies (toilet paper, hand sanitizer, etc.) to ensure a clean work environment in case the EWEB-provided supplies are depleted. EWEB will provide contractor keys to access the bathroom.

Q. What is the required location/height for the rigid conduit?

A. Rigid conduit is to be used throughout the powerhouse and up into the Air Housing to at least 24 inches above the deck level inside the Air Housing.

Q. Were there any changes to the specifications from the first bid?

A. The only changes to the specifications from the first bid were related to the Milestone Dates (Page 3 of

Section 01 12 16) and the Anticipated Project timeline (Page 4 of Section 01 12 16).

Q. Can you confirm if Notifier is preferred but not required?

A. The Notifier brand of equipment (by Honeywell) is preferred but not required. Any potential substitutes must be approved by EWEB. To be considered, potential substitutes must meet the requirements and intent of the scope and specifications of this bid package.

Q. Will an annunciator be required?

A. The annunciator will be part of the Fire Alarm Control Panel. No remote display is desired.

Q. Will the fire system need to contact the fire department?

A. No, the fire detection system will provide output signals only to the plant equipment. EWEB’s plant equipment sends signals to relevant groups from there.

Q. Can you clarify switchgear equipment from other equipment?

A. The Switchgear zone will encompass the Switchgear and the MCC areas as seen in the attached drawing

(“TB FDS Detection Zones (Names & Locations).png”). This is a rough approximation of the proposed layout of the detection zones at Trail Bridge.

Q. What is the number of existing horn strobes to be replaced and included in the base bid?

A. There are four horn strobes currently installed in the Trail Bridge power plant. One is located in the Air

Housing and the other three are located inside the power plant.

Q. Who is this bid being provided to? GC or direct?

A. This bid shall be submitted on the Oregon Buys website and received by EWEB’s Purchasing Department

(“EWEB” herein used synonymously with the term "OWNER" as used in the General Conditions) prior to the bid closing time and date, and be made on the form provided in the Invitation to Bid (Section 00400). The Bidder may not alter, modify or change the bid form, except as directed by bid Addendum.

Q. Will this be a parts and smarts or turnkey bid?

A. This is a turnkey bid.

Q. Per PDF part 4 of 4 all CO2 related equipment is being removed. The drawing on page 3 of 3 indicates the equipment being removed, but the field piping is still present. Will this also be removed?

A. The CO2 field piping has also been removed but the drawing was not updated to show that.

Q. PDF-part 2 of 4 part 1B states that the enclosure is not designed for continuous occupancy. I do see the annunciator for the LS listed remote annunciator. Where is this to be located if there is not a constantly attended location? Will the display on the FACP be all that is required.

A. The display on the FACP is all that is required.

Q. PDF 1 of 4 Shows the switchgear and Motor control center, are the two areas separate rooms? Floor to deck?

A. The switchgear and motor control center are in the same space. They are not separate rooms. They are on the same floor/elevation.

Q. Is there a building/occupancy code listing for the building?

A. None is listed. Linn County Planning & Building (the AHJ) has verbally informed EWEB that the building occupancy code for the Trail Bridge Plant could be listed as Group U. EWEB is voluntarily installing a fire detection system to meet the general requirements of a Group F-1 occupancy rating.

Q. Battery room will there be gases that should be monitored?

A. No detection will be installed in the battery room.

Q. DB level in the ZONES defined by division 01 11 13 page 2 A. The dB levels shown below are estimates:

− Air Housing: 100 Db − Switchgear: 80 Db − Control Room: 80 Db − Basement: 100 Db

Q. Section 01 11 13 page-1 C&D is the Existing Allen-Bradley ControlLogix and existing plant equipment the same?

A. No, they are not the same. The existing plant equipment would be all the other non-PLC equipment like horns, strobes, pull stations, etc.

Q. Is the PLC mentioned in D the same as one of the above or both?

A. Yes, the plant PLC mentioned in “D” is the same as the Allen-Bradley Control Logix unit control system in

“C”.

Q. Will the inputs to the above equipment be form-C dry contact?

A. Yes, we want the inputs to the PLC to be form-C dry contacts. We could be needing potentially 12 form C contact relay outputs.

Q. What will be the required breakdown of interface points, or is this to be a different protocol?

A. Attached are two example schematics from the Carmen-Smith Unit 1 installation (see attached pdfs: “Unit 1

Fire Detection PLC Inputs” and “Plant PLC Fire Detection Inputs”). At the Trail Bridge plant, however, there is only one PLC since there is only one unit. The alarm signals from the Fire Alarm Control Panel are hardwired directly to a 24V Discreet Input module for that PLC. The 24V is supplied from the PLC panel to the form-C dry contacts in the FACP, and then wired directly back to the PLC discreet input.

Q. During the walk, there was direction on “common sense” detection coverage/location of detectors. A Fire

Protection Engineer may require detection coverage throughout the control room, including battery storage. Can you please clarify the requirement for the bid?

A. The AHJ considers the occupancy code for the plant itself to be “Group U” but EWEB is voluntarily installing a fire detection system that would meet the requirements of a “Group F-1” occupancy code. Since we are not technically required to meet all “Group F-1” requirements, we have some flexibility as to the number and placement of detectors. Our battery storage room is a separate room and is already monitored separately and is not part of this project’s scope. Otherwise, EWEB is open to installation of photoelectric detectors throughout the Switchgear and Control Room areas as described by a Fire Protection Engineer. For bidding purposes, please refer to the comment EWEB has made regarding the number of photoelectric detectors to include in the base bid.

Q. Can you confirm there will be no requirement for the fire control panel to dial off-site to a central monitoring station independent from the PLC tie-in?

A. That is correct. There is no requirement for the fire control panel to dial any off-site location. The fire control panel is only required to tie into the Plant PLC as described in the specifications.

Q. Will access to Carmen-Smith facility be permitted to inform the design of Trail Bridge System?

A. We can provide access to construction documents, drawings, and schematics as necessary to assist in the design phase for the selected bidder. We can also provide the selected bidder access on a limited basis to see the installation in-person at the Carmen plant. Such access would be coordinated with the project manager.

Q. Please confirm whether the following is acceptable:

A single multi-channel ASD (VESDA-E VEU or approved equal) may be provided to replace the specified (2) primary ASDs and (1) reference ASD, provided that:

• Independent sampling pipes are used for each functional zone

• Alarm points are separately reported to the FACP

• System meets all NFPA 72, UL listing, and project performance requirements

• Redundancy and nuisance mitigation intent of the design are preserved

A. EWEB encourages the proposal of the VESDA-E VEU as an optional bid item but requests the submission of the base bid items as described in the Bid Schedule. Redundancy is one of the most important aspects of our base requirement of three ASD units. With two units sampling air from the air housing, one may fail while the other may remain in operation. With a single device performing the role of all three devices, EWEB is concerned that there would be an increased risk of device failure (leading to a lack of detection).

Clarification:

Since there may be some understandable confusion regarding the number of photoelectric detectors to be provided in the base bid, EWEB would prefer that, for bidding purposes only, each bidder place two (2) photoelectric detectors in the Control Room zone and five (5) photoelectric detectors in the Switchgear zone. This will provide EWEB with an even means of comparison for the selection process. The actual number of photoelectric detectors to be installed in these zones may be determined in the design submittal process, but this number will be unlikely to increase by more than two or three detectors, which should represent a negligible overall cost increase for the project.
