About this opportunity
The Alaska Railroad Corporation (ARRC) has issued an Invitation to Bid (ITB 25-63) for comprehensive renovation of passenger coaches ARR 551-554, located in Anchorage, Alaska. The project encompasses extensive exterior and interior refurbishment, including media blasting, metal repairs, vestibule stair and door replacement, HVAC support demolition and replacement, bodywork, roof and window sealing, painting, and galley and lavatory upgrades. The procurement requires a detailed six-part lump sum bid, with work to be performed between October 15, 2025, and March 13, 2026. A mandatory pre-bid conference and site visit is scheduled for September 23, 2025, at 10:00 AM, requiring pre-registration and mandatory personal protective equipment including safety vests, hardhats, and steel toe boots. Bidders must submit comprehensive documentation, including financial statements, company qualifications, and federal certifications, with bids due by 3:00 PM local time on October 2, 2025. The evaluation will consider the complete bid package, with ARRC reserving the right to reject any or all bids and negotiate changes as needed.
While no specific Disadvantaged Business Enterprise (DBE) contract goal is established, ARRC strongly encourages participation of small businesses and DBE subcontractors. The project is federally funded, potentially through the Federal Transit Administration (FTA), which introduces compliance requirements including Buy America provisions and prevailing wage standards. The contract includes significant financial risk management, with liquidated damages of $7,500 per calendar day for failing to meet substantial completion dates, up to a maximum of 20% of the total contract price. Although the exact budget is not explicitly stated, the comprehensive nature of the renovation—involving exterior paint, structural repairs, HVAC support replacement, and interior galley/lavatory refurbishment—suggests a substantial investment in rehabilitating these passenger coaches. Contractors must demonstrate technical capability to perform precise engineering modifications, including custom fabrication of vestibule components, specialized painting, and intricate interior equipment installation.
