About this opportunity
Citrus County, Florida has issued Invitation to Bid (ITB) 25-209 for the Construction of the Business-Industrial Park-Phase 2 at the Inverness Airport, seeking a comprehensive infrastructure development project. The procurement involves a base bid and four additive bids that collectively encompass 24 acres of site preparation, including clearing and grubbing, 41,000 cubic yards of earthwork, 1,000 tons of asphalt roadway, and approximately 1,700 linear feet of reinforced concrete piping for drainage. Additive bids cover utility line extensions, a 3,550-foot Taxiway X extension, road rehabilitation, and construction of a pre-cast screen wall. Bidders must be pre-qualified by the Florida Department of Transportation in specific work classifications, including drainage, flexible paving, grading, and hot plant-mixed bituminous courses, and must possess a Certified General Contractors License. The non-mandatory pre-bid conference and site visit are scheduled for September 16, 2025, at 10:00 AM, with sealed bids due on November 4, 2025, at 2:00 PM. The project is expected to be completed within 425 calendar days, with board approval of selection and award tentatively set for January 20, 2026.
The contract does not specify explicit set-aside designations for disadvantaged enterprises, but requires comprehensive documentation including insurance certificates, qualification statements, and various compliance forms. Environmental considerations are significant, with specific requirements for wildlife management, including a mandatory 100% gopher tortoise burrow survey and relocation protocol, necessitating Florida Wildlife Conservation (FWC) permits. The total project budget is approximately $9,000,000, funded through a State of Florida Department of Commerce Grant Agreement (No. HL202), with administrative cost reimbursement up to $110,000 for county expenses. Liquidated damages are specified for different work phases, with daily rates ranging from $980 to $2,650 depending on the project component. The contract includes provisions for payment and performance bonds, requiring specific surety company qualifications. While no incumbent vendors are identified, the project represents a significant infrastructure expansion of the Inverness Airport's business and industrial capabilities, with a multi-phase, flexible implementation approach.
