About this opportunity
The Oregon Parks and Recreation Department is requesting bids on interior electrical work for the Silver Falls State Park North Gateway Visitor Center under ITB 14498, with bids due September 3, 2026 at 2:00 PM (Pacific Standard Time) and a voluntary pre-bid conference on August 20 at the project site in Silverton, Oregon.
The scope comprises rough-in electrical, electrical finish work, low voltage systems, and lighting systems for a visitor center renovation converting a 9,987 square-foot residential structure into a facility with 5,431 square feet of assembly use on the first floor, 1,618 square feet of office space on the second floor, and 2,938 square feet of basement storage. Bidders must reference detailed mechanical, electrical, and plumbing plans (sheets E1.0–E5.2 and technology sheets T1.0–T3.3), architectural plans, and structural drawings. The facility includes a new elevator, fire suppression systems including an 11,000-gallon underground fire water storage tank, HVAC integration, and compliance with NFPA 13 full-coverage fire sprinkler protection and ASHRAE 90.1-2022 energy standards. Occupancy is classified as A-2 (dining) and B (office) with a total occupant load of 254. Construction operations are restricted to 7 AM–5 PM Monday through Friday unless written approval is obtained; contractors must maintain public access to surrounding Park facilities and submit a comprehensive Gantt-chart construction schedule within 14 days of Notice to Proceed. An Archaeological and Human Remains Inadvertent Discovery Plan establishes protocols for project site work.
Bids are lump-sum for all four work items. Award is made to the lowest responsive and responsible bidder. Bid security equal to 10% of the total bid amount is required. Oregon Construction Contractors Board registration and prevailing wage certification compliance are mandatory; OPRD is exempt from Oregon Public Contracting Code prevailing wage requirements. Awarded contractors must provide performance and payment bonds at 100% of contract price within seven days of award. Substantial completion is required by October 1, 2027, and final completion by November 1, 2027, with liquidated damages of $500 per calendar day for delays beyond each milestone. Requests for clarification or approval of equivalents are due August 27 at 2:00 PM.
