About this file
This is a technical specifications document for the North Gateway Visitor Center at Silver Falls State Park, prepared by the State of Oregon through the Oregon Parks and Recreation Department in partnership with the architectural and engineering firms Anderson Shirley Architects, Inc., Lewis Van Vleet Structural Engineers, MSC Engineers, and MFIA Consulting Engineers. The document provides comprehensive specifications across 28 divisions of construction work, including site demolition, concrete work, masonry, metals, wood framing, thermal protection, doors and windows, finishes, specialties, equipment, furnishings, fire suppression, plumbing, HVAC, electrical systems, communications, and electronic safety systems. The specifications detail required materials, quality standards, testing procedures, and execution requirements for all construction elements, with particular emphasis on structural integrity, weather protection, accessibility compliance, and finish quality. The project involves both the main visitor center building and a fire pump building, with specifications noting a completion date of 12-31-2027 for certain sections and a Phase 3 specifications date of 6/1/2026.
The specifications establish stringent material requirements including Portland cement concrete with minimum 3,000 psi compressive strength, Grade 60 reinforcing steel, glue-laminated structural members, and architectural precast concrete for exposed applications. All concrete work requires independent testing agency oversight with compressive strength testing at 7 and 28 days, and field quality control includes slump tests and air content analysis. Finish standards conform to Architectural Woodwork Institute Custom Grade for millwork, with plastic laminate and hardwood casework specified for interior applications. The document mandates that all welding meet AWS D1.1 standards, all fasteners be galvanized or stainless steel as appropriate, and preservative-treated lumber be used for items in contact with earth, concrete, or masonry. Critical specifications include air-entrained concrete for all exterior exposed slabs at 5 percent plus or minus 1 percent, a maximum water-cement ratio of 0.40 by weight, and minimum cement factors of 5.5 sacks per cubic yard for general concrete and 6.5 sacks per cubic yard for below-grade spaces.

Remove loose material from compacted subbase surface immediately before placing concrete.
2. Formwork: Comply with requirements of ACI 301. Design and fabricate forms to support all applied loads until concrete is cured, and for easy removal without damage to concrete. Formwork shall be mortar tight, properly aligned and supported to produce concrete conforming accurately to the indicated shapes, lines, dimensions, with surfaces free of offsets, waviness, or bulges.
3. Verify that forms are clean and free of rust before applying release agent.
4. Coordinate placement of joint devices with erection of concrete formwork and placement of form accessories.
5. Prepare previously placed concrete by cleaning with steel brush and applying bonding agent in accordance with manufacturer's instructions.
6. Under Slab Vapor Barrier:

2. Comply with requirements of ACI 301. Clean reinforcement of loose rust and mill scale, dirt, oil, or other deleterious coating that could reduce bond with the concrete. Accurately position, support, and secure in place to achieve not less than minimum concrete coverage required for protection.
3. Install welded wire reinforcement in maximum possible lengths, and offset end laps in both directions. Splice laps with tie wire.
4. Install fabricated bar mats in lengths as long as practicable. Handle units to keep them flat and free of distortions. Straighten bends, kinks, and other irregularities, or replace units as required before placement. Set mats for a minimum 2-inch overlap of adjacent mats.
5. Placement: Reinforcement shall be placed at locations shown, plus or minus one bar diameter. Reinforcement shall not be continuous through expansion joints, and shall be as indicated through construction or contraction joints.
Concrete coverage shall be as indicated or as required by ACI 318. If bars are moved more than one bar diameter to avoid interference with other reinforcement, conduits or embedded items, the resulting arrangement of bars, including additional bars required to meet structural requirements, shall be approved before concrete is placed.
6. Splicing: Splices of reinforcement shall be made only as required or indicated. Splicing shall be by lapping or by mechanical or welded butt connection. Welding shall conform to AWS D1.4. Welded butt splices shall be full penetration butt welds. Lapped bars shall be placed in contact and securely tied or spaced transversely apart to permit the embedding of the entire surface of each bar in concrete. Lapped bars shall not be spaced farther apart than one-fifth the required length of lap, or 6-inches. Mechanical butt splices shall be in accordance with the recommendation of the manufacturer of the mechanical splicing device. Butt splices shall develop
125 percent of the specified minimum yield tensile strength of the spliced bars or of the smaller bar in transition splices. Bars shall be flame dried before butt splicing.
