About this opportunity
The Commonwealth of Kentucky Transportation Cabinet, Division of Purchases, on behalf of the Division of Traffic Operations, is issuing a Request for Bid (RFB) for the procurement of 650 units of Model 242L Isolators (pedestrian isolators) that conform to Chapter 5, Section 4 of the California Department of Transportation's Transportation Electrical Equipment Specifications (TEES), November 5, 2020, or the latest edition. Bidders must submit electronic responses through the Kentucky Vendor Self Service (VSS) system at https://vss.ky.gov by February 26, 2026, at 1:30 p.m. Eastern Time, with written questions due by February 18, 2026, and responses posted by February 19, 2026. The contract will be a master agreement commencing upon award on the tentative date of March 4, 2026, and expiring January 31, 2027, with four optional one-year renewal periods available with written approval from both the vendor and KYTC Division of Purchases. Vendors must submit required documentation including a Non-Collusion Certification, Build America, Buy America (BABA) Certification, and specification or product literature with their bids, with each isolator individually packaged and including a BABA Certification Form. Award will be determined using a best value evaluation approach based on 95 points for price (lowest bidder receives maximum points) and 5 points for delivery time (best delivery time receives maximum points), with vendors required to clearly specify delivery times in calendar days; vague terms such as "as required" or "as soon as possible" may result in bid rejection. Pricing shall be F.O.B. Destination Freight Prepaid and Allowed, with the vendor responsible for all freight charges to the KYTC Warehouse at 1239 Wilkinson Boulevard, Frankfort, Kentucky 40601, and late deliveries subject to a one percent daily penalty deduction from invoices unless delays result from factors outside vendor control.
The contract is funded through the Federal Highway Administration (FHWA) and requires strict compliance with Buy America and Build America, Buy America (BABA) Act provisions, mandating that all steel, iron, and manufactured products be produced in the United States with final assembly occurring domestically and component costs exceeding 55 percent of total product cost. Kentucky resident bidders receive reciprocal preferences, and qualified bidders including Kentucky Correctional Industries, Kentucky Industries for the Blind, and qualified nonprofit agencies for individuals with severe disabilities receive preference points. The RFB is subject to multiple federal compliance requirements outlined in FHWA Form 1273, including nondiscrimination and equal employment opportunity standards, Davis-Bacon wage and fringe benefit standards, Contract Work Hours and Safety Standards Act provisions, and safety and accident prevention standards. No specific budget range or award value is disclosed in the solicitation documents. Payment will be made within 30 working days of receipt of goods and the vendor's invoice, with a one percent monthly penalty added for payments exceeding 30 working days. No incumbent vendors or existing contractors are identified in the solicitation materials.
