About this opportunity

Irwin County, Georgia, in partnership with the U.S. Department of Agriculture Natural Resources Conservation Service (NRCS), is procuring storm-generated debris removal services through sealed competitive bidding under the Emergency Watershed Protection Program. The project encompasses debris removal at three locations: Georgia Highway 158, Daffodil Road, and Satilla Road, all at the Willacoochee River, with services including removal and disposal of storm-generated debris from stream channels and adjacent areas within 25 feet of the top of stream banks, channel clearing and obstruction removal, mobilization and demobilization, pollution control measures, and vegetation establishment through seeding and mulching. Sealed bids must be received by 10:00 a.m. local time on Monday, January 19, 2026, at the Irwin County Board of Commissioners' Office in Ocilla, Georgia, with the bid opening held publicly at that same location; bids may also be submitted by mail to Patricia Battle, County Clerk, at 225 East 4th Street, Ocilla, Georgia 31774. The successful bidder will receive Notice to Proceed on January 20, 2026, with all work required to be completed by February 6, 2026, establishing a compressed project timeline of approximately two weeks, and debris removal operations must commence within five days of receiving the notice to proceed. All work must comply with NRCS Conservation Practice Standards 326 (Clearing and Snagging), 484 (Mulching), and 342 (Critical Area Planting), and contractors must obtain all applicable environmental and regulatory permits and provide photographic and video documentation of existing conditions prior to commencing work. Evaluation criteria include comprehensive bid evaluation with selection of the low bidder after evaluation of all bids, and all bids are binding for sixty days following the bid opening.

All proposals must be accompanied by a Bid Bond equal to at least five percent (5%) of the lump sum bid amount, and the successful bidder must furnish both a Performance Bond and Payment Bond, each equal to 100 percent of the contract amount or $1,000,000, whichever is higher, within ten days of notification of award. Non-certified bidders are excluded from consideration, indicating restrictions on eligible respondents; however, no specific set-asides for disadvantaged enterprises are identified in the procurement documents. No incumbent vendors or existing contractors are listed. The Bid Bond will be forfeited as liquidated damages if the awarded bidder fails to execute the contract and provide required bonds within the specified timeframe, and Irwin County may assess liquidated damages of $500 per calendar day for work extending beyond the 45-day completion window following final debris load delivery. The contract is funded through NRCS Grant #13-08-5042-014, and while no specific award value is stated, the payment and performance bond requirement of $1,000,000 suggests a substantial contract value; payment will be made upon project completion and inspection by the County representative, with the County authorized to withhold up to 10 percent of payment for unsatisfactory progress.
