About this file
This specifications document outlines storm-generated debris removal services for Irwin County, Georgia under the Emergency Watershed Protection (EWP) Program administered by the Natural Resources Conservation Service (NRCS). The project encompasses debris removal at three locations: GA Highway 158 at Willacoochee River, Daffodil Road at Willacoochee River, and Satilla Road at Willacoochee River. Services include removal and disposal of storm-generated debris from stream channels and adjacent areas (within 25 feet of the top of stream banks), channel clearing and obstruction removal, mobilization and demobilization, pollution control measures, and vegetation establishment through seeding and mulching. The contract is structured with twelve line items organized into three project sites, each containing mobilization/demobilization, clearing and debris removal, pollution control, and seeding/mulching components, all priced on a lump-sum basis. Debris removal operations must commence within five days of receiving notice to proceed, with all work completed within 45 calendar days after the final debris load is delivered. The contractor shall submit a daily report detailing work sequence, problems encountered, and percentage of completion, along with weekly updated work plans.
The contract requires a payment and performance bond equal to the estimated event cost or $1,000,000, whichever is higher, within 10 days of award. Landfill disposal fees for construction and demolition debris and ash from burning operations are the contractor's responsibility. Payment will be made upon project completion and inspection by the County representative; if payment is not received within 60 days of invoice, late payment interest accrues at 1.5 percent per month. The County may withhold up to 10 percent of payment for unsatisfactory progress and may assess liquidated damages of $500 per calendar day for work extending beyond the 45-day completion window. All work must comply with NRCS Conservation Practice Standards 326 (Clearing and Snagging), 484 (Mulching), and 342 (Critical Area Planting). Equipment operation is prohibited within stream channels and within 20 feet of stream banks except at engineer-approved locations; heavy equipment in wetlands must be placed on mats to minimize soil disturbance. The contractor must obtain all applicable environmental and regulatory permits and provide photographic and video documentation of existing conditions prior to commencing work.

3. Erosion and sediment control measures and works The measures and works shall include, but are not limited to, the following:
Staging of earthwork activities—The excavation and moving of soil materials shall be scheduled to minimize the size of areas disturbed and unprotected from erosion for the shortest reasonable time.
Seeding—Seeding to protect disturbed areas shall occur as soon as reasonably possible following completion of that earthwork activity.
Mulching—Mulching to provide temporary protection of the soil surface from erosion.
Diversions—Diversions to divert water from work areas and to collect water from work areas for treatment and safe disposition. They are temporary and shall be removed and the area restored to its near original condition when the diversions are no longer required or when permanent measures are installed.
Stream crossings—Culverts or bridges where equipment must cross streams. They are temporary and shall be removed and the area restored to its near original condition when the crossings are no longer required or when permanent measures are installed.

These basins are temporary and shall be removed and the area restored to its original condition when they are no longer required or when permanent measures are installed.
Sediment filters—Straw bale filters or geotextile sediment fences trap sediment from areas of limited runoff. Sediment filters shall be properly anchored to prevent erosion under or around them.
