About this opportunity
The City of Tampa Parks & Recreation Department is soliciting bids for irrigation repair and installation services at various municipal sites throughout Tampa on an as-needed basis. The procurement includes design services (shop drawings, sketches, and as-built drawings), installation and repair labor, and directional boring with HDPE pipe in 2-inch and 4-inch diameters. Qualified bidders must hold a valid Florida state certificate as a General Contractor, Plumbing Contractor, or Specialty Contractor (Irrigation) pursuant to Florida Statutes Chapter 489, or a Hillsborough County Certificate of Competency in Irrigation, and demonstrate a minimum of two years of experience in the specified work. Bidders must submit hourly rate pricing for irrigation design/as-built services, installation/repair services, and directional boring setup, as well as linear foot pricing for boring work and a percentage markup for irrigation products and materials. All work must be performed by the awardee in-house, except for directional boring services, which may be subcontracted. A mandatory pre-bid meeting is scheduled for 10:00 a.m. on Monday, May 18, 2026, at the Columbus Municipal Office Building, with attendance required for bid eligibility. Sealed bids are due by 3:00 p.m. on Monday, June 8, 2026, via electronic submission through the OpenGov eProcurement Portal. The award period is one year from the effective date, renewable by mutual written agreement for three additional one-year periods, with the City holding the option to unilaterally extend for up to three additional thirty-day periods.
This procurement is set aside for Small Local Business Enterprise (SLBE) certified bidders, who are eligible for a five percent bid discount applied to the total bid amount, not to exceed $10,000, with certification required prior to the bid opening. Bidders must carry Commercial General Liability insurance of $1 million per occurrence/$2 million aggregate, Automobile Liability of $500,000 to $1 million combined single limit depending on contract value, and Worker's Compensation as mandated by Florida law. All work must comply with the City of Tampa's technical specifications, which prescribe specific controller models from Central Control Systems, LTD, including AC-powered and DC-powered 12-station Motorola IRRInet controllers with detailed installation requirements for antenna placement, grounding, and component positioning. The City has published a vendor list of 57 SLBE-certified landscaping and irrigation service providers within the Tampa Bay area as potential awardees. Contractors utilizing SLBE subcontractors must submit a DMI-40 Letter of Intent for each subcontractor within ten workdays after notice of intent to award and must provide executed subcontract agreements prior to work commencement. The City is exempt from sales, use, transportation, and excise taxes, and awardees must comply with federal requirements including the Drug Free Workplace Act, Equal Employment Opportunity provisions, Davis-Bacon Act requirements if applicable, and other federal regulations governing federally-funded contracts.
