About this opportunity
The State of Oregon Department of Administrative Services (DAS) issued a Request for Quote on February 2, 2026, for Independent Quality Management Services (IQMS) to support the Statewide Payroll Transformation Project, with quotes due by February 23, 2026, at 10:00 AM via OregonBuys and written questions due by February 13, 2026. The procurement seeks a single consultant to provide comprehensive quality management services throughout the project lifecycle, including risk assessment, quality planning, quality control, quality assurance, independent solution testing, and development of detailed quality management plans and checklists aligned with Oregon Quality Standards. The project involves major structural changes to Oregon's payroll practices, including transitioning from monthly to biweekly pay periods, converting approximately 30,000 overtime-eligible employees from monthly salary to hourly compensation, and implementing actual-time-worked payment using a lag period instead of forecasted hours, impacting over 45,000 state employees across more than 90 agencies. Key deliverables include risk assessments, comprehensive quality management plans, quality control reviews, security reviews, quarterly Quality Assurance Status and Improvement Reports, independent testing throughout the project, and lessons learned documentation, with compensation based on successful delivery of accepted deliverables using hourly rate cards for key personnel at rates not to exceed the existing Master Price and Services Agreement. The evaluation is based on a best-value analysis scoring across five subjective categories—Approach and Methodology (150 points), Comparable Projects (100 points), Key Personnel Experience and Certifications (200 points), Reference Checks (150 points), and Work Examples (200 points)—plus objective pricing (200 points) for a total of 1,000 points. The IQMS Consultant must designate a Project Manager as a Key Person, maintain complete independence from the development contractor and other project stakeholders as defined in Oregon Statewide Policy 107-004-030, and deliver remediation of any non-conforming deliverables at no additional cost within 15 business days of rejection notice.
The RFQ is restricted to nine pre-qualified IQMS consultants operating under existing Master Price and Services Agreements with the State of Oregon, with NTT DATA, Inc. announced as the apparent successful offeror on March 3, 2026, under its existing Master Services Agreement #9433. No disadvantaged enterprise or minority/women-owned business enterprise set-asides are indicated in the solicitation materials. The procurement requires integration with the existing Workday payroll system, which has served Oregon's state employees since December 2022, and must coordinate with comprehensive system configuration activities, business process redesign, policy updates, and extensive change management efforts across all affected state agencies. The total estimated project cost is approximately $25 million, with $13 million allocated for the 2025-27 biennium covering initiation, planning, and execution activities, and $12 million for the 2027-29 biennium supporting go-live and stabilization activities through the first quarter of 2028. The project has a fixed implementation deadline of July 1, 2027, to comply with a class action lawsuit settlement and labor agreements, with project execution spanning from the 2025-27 biennium and closeout expected in the first quarter of 2028. Funding is provided through DAS assessments and legislatively approved Other Funds spending authority included in Policy Option Package 155.
