About this opportunity

The Oregon Department of Transportation (ODOT) is soliciting quotes for Independent Quality Management Services (IQMS) supporting the Driver License/Identification System Replacement Project under RFQ S-73000-00017868, with quotes due October 23, 2026. This RFQ is restricted to ten pre-qualified Master Price and Services Agreement (MPSA) holders: Berry Dunn, Bluecrane Inc., CSG Government Solutions, Guidehouse, Hittner & Associates Inc., Maximus US Services Inc., NTT Data State Health Consulting LLC, Public Knowledge LLC, and North Highland.

ODOT seeks a single IQMS consultant to provide comprehensive quality management services including risk assessment and management, quality planning, quality control, quality assurance, and independent solution testing throughout replacement of Oregon's current Digital Photo Licensing system operated by Veridos, whose contract expires December 30, 2027. The consultant must maintain independence from the development contractor and systems integrator, operate as a third party, and adhere to Project Management Institute PMBOK standards and ISO 12207 system life cycle management standards. The scope includes an initial Risk Assessment Report due within 25 business days of contract start; Quality Planning deliverables due within 15 business days thereafter; ongoing Quality Control reviews of project documentation and contractor deliverables; up to nine quarterly status and improvement reports with presentations; and optional Independent Solution Testing with Master Test Plan development and periodic reporting, all contingent on written acceptance by ODOT.

The estimated contract term is approximately two years with an option to extend for one additional year (up to three years total) or until all deliverables are submitted and accepted. The consultant will work onsite in Salem, Oregon in ODOT-provided space and participate in weekly project management status meetings, monthly project team meetings, and monthly steering committee meetings. All personnel must pass certified criminal background checks; ODOT prefers minimum five years' experience. The consultant must provide all equipment meeting specified software requirements (Microsoft Office 2016 or newer) and cover all travel and related expenses.

Evaluation uses best-value methodology totaling 1,125 maximum points: independence (pass/fail), detailed approach and schedule (250 points), offeror experience and references (125 points), personnel qualifications and experience (300 points), work examples and deliverable expectation documents (200 points), and total cost of deliverables (250 points). ODOT reserves the right to conduct optional interviews with top-ranking offerors and may defer cost point calculation until round two. Pricing must be submitted as fixed prices by deliverable with an accompanying hourly rate card. Award protests may be filed within seven calendar days of Notice of Intent to Award under Oregon Revised Statutes 279B.410.
