About this file

This is a Questions and Answers document issued by the Oregon Department of Transportation (ODOT) Procurement Office regarding Request for Quote (RFQ) S-73000-00017868 for Independent Quality Management Services (IQMS) for the Driver License/Identification System Replacement Project. The procurement is for quality management services supporting the Oregon Department of Motor Vehicles' system replacement initiative. The RFQ timeline specifies a deadline for questions and clarifications of 5 business days from the RFQ issue date, with the same 5-business-day window for RFQ protests. The original quote submittal deadline of October 19, 2026, was extended to Friday, October 23, 2026, at 5:00 PM in response to bidder inquiries regarding proposal preparation time. The authorized purchaser will conduct reviews of submitted quotes in a timely manner, with optional interviews and consultant selection to follow. An award protest opportunity of 7 calendar days from the Notice of Intent to Award is available to interested parties.

No pricing terms, contract value, contract term, set-asides, or funding source information is provided in this Questions and Answers document. The document serves primarily to clarify procedural timelines and deadlines for the procurement process. The response indicates that extensions beyond the October 23, 2026, deadline are not available due to project timeline constraints.

Questions and Answers, Vol No. 1

Q: We are very excited about this RFQ but will not be able to meet the October 19, 2026, due date.

Our questions are in regard to the proposal due date. Is October 19, 2026, correct? (typically, IQMS proposals have a due date 3 weeks or more from issuance) If it is correct, would it be possible to extend the due date a couple more weeks (or nearly a couple more weeks)?

A: The authorized purchaser has determined it is in their best interest to extend the Bid Opening date to Friday October 23, 2026, at 5:00pm. Due to the timeline for this project an extension beyond this date is not available.
