About this opportunity

The state of Michigan, specifically Huron County, is seeking bids for the Ionia Transportation Facility Window Replacement project, a procurement focused on comprehensive window replacement for the Transportation Building originally constructed in 1988. The project involves replacing 15 window openings across three sides of the office wing, including seven stationary and eight operable Andersen vinyl clad wood windows with screens. Bidders are required to submit a stipulated Lump Sum price and two Unit Prices for window replacements, with a mandatory 5% bid security. The project specifications call for Andersen 400 Series Casement windows in Dark Bronze exterior with white interior finish, with alternative manufacturers like Pella or Marvin acceptable. A non-mandatory pre-bid meeting is scheduled for Wednesday, May 7, 2025, at 8 AM at the project location, with bid submissions due on Thursday, May 22, 2025, at 10:00 a.m. local time. The project completion deadline is set for October 15, 2025, with contractors expected to handle detailed window installation processes including wall construction investigation, window removal, head flashing installation, weather barrier implementation, and complete debris disposal.

The procurement documents do not explicitly specify set-aside designations or restrictions for disadvantaged enterprises. The project requires comprehensive construction services with detailed technical specifications, suggesting contractors should have significant experience in commercial window replacement and building envelope work. No incumbent vendors are identified in the documentation. The window replacement project will involve installing new Andersen or equivalent windows with specific color and functionality requirements, including full screens on operable windows. While a specific budget range is not disclosed, the project involves replacing 15 window openings across multiple elevations, indicating a potentially substantial investment. The bidding process allows for some flexibility in scheduling to optimize workforce utilization and project pricing, which may provide opportunities for competitive pricing strategies. Contractors will need to demonstrate technical proficiency in window installation, understanding of building envelope techniques, and ability to meet the October 15, 2025 project completion deadline.

Opportunity text

The Transportation Building was constructed in 1988 and an addition was subsequently added to the south side. The office wing is part of the original building and is brick veneer on wood stud construction. The Andersen vinyl clad wood windows in the office wing are original to the building and are in need of replacement. There are 15 window openings on three sides of the office wing. Each opening contains a pair of casement windows. Seven of the openings have stationary windows, the other eight pairs are operating. The operable units have screens. The construction drawings show the windows installed with a nailing flange behind the brick veneer. No detail is available indicating whether there is any head flashing between the window and a metal faced plywood panel above. None is visible in the field. Drywall returns cover the interior window recess and butt into the painted window frame.
