About this opportunity
The Florida Department of Law Enforcement (FDLE) issued Invitation to Negotiate (ITN) Number 710:0301 for a single-tenant warehouse and office facility in Wakulla/Leon County, Florida totaling 75,000 to 85,000 usable square feet. The procurement requires a move-in ready facility comprising approximately 40,000 square feet of climate-controlled warehouse space, 10,000 square feet of service/work area, and office space for approximately 25 personnel, with capabilities to accommodate specialized emergency response vehicles, trailers, generators, and helicopter operations. The proposed lease structure includes a 10-year base term with two optional 5-year renewal periods, with an anticipated lease commencement date of January 1, 2027. Rental rates must be submitted on a full-service (gross) basis including base rent, taxes, operating expenses, utilities, janitorial services, insurance, and maintenance with no pass-throughs of additional costs, and the State is exempt from sales tax on rent payments. The facility must include turn-key build-out to detailed specifications, including ADA compliance, 14-16 foot roll-up doors, 72-hour backup generator capacity, structured cabling infrastructure meeting ANSI/TIA-568 standards, comprehensive HVAC systems, perimeter fencing, gate access, and surveillance capabilities. Evaluation criteria include fiscal costs (25 points), location and site suitability (20 points), property characteristics and functionality (40 points), security features (10 points), and optional continuity of operations capabilities (5 points). Critical deadlines include written questions due May 20, 2026 at 5:00 PM ET, proposal submissions due June 23, 2026 at 2:30 PM ET, site evaluations between June 29 and July 31, 2026, and notice of intent to award posted by August 18, 2026.
The ITN does not identify set-aside designations or restrictions limiting participation to disadvantaged enterprises or specific organizational types. Offerors must demonstrate control of the property through ownership, lease with sublease authorization, power of attorney, or valid purchase or lease options, and must comply with all State of Florida vendor registration and E-Verify requirements. No incumbent vendors or current contractors are identified in the procurement documents. The offeror must provide 25 daily parking spaces and 50 to 75 overflow spaces fully controlled by the lessor, and the lessor bears all costs associated with construction, testing and balancing of mechanical systems, and delivery of the space to move-in ready condition. The FDLE has authorized Savills, Inc. as its exclusive tenant broker representative during this solicitation. While specific award values or budget ranges are not disclosed in the available documentation, the full-service gross lease rate structure and 10-year base term with renewal options suggest a substantial long-term commitment appropriate for a major law enforcement operations facility.
