About this file

This is Addendum 1 to the Invitation to Negotiate (ITN) Number 710:0301 issued by the Florida Department of Law Enforcement (FDLE) for leased space in Wakulla/Leon County. The addendum contains responses to 39 written questions submitted by potential vendors regarding facility requirements, operational specifications, and lease terms for a 75,000 to 85,000 square foot single-tenant warehouse and office facility. The ITN solicitation requires proposals for a move-in ready facility comprising approximately 40,000 square feet of climate-controlled warehouse space, 10,000 square feet of service/work area, and office space for approximately 25 personnel with capabilities to accommodate emergency response vehicles, trailers, and helicopter operations. The lease structure is for a 10-year base term with two optional 5-year renewal periods, with an anticipated lease commencement date of January 1, 2027. The original written questions were due May 20, 2026, with proposal submission due June 23, 2026 at 2:30 PM ET, and the addendum was issued May 27, 2026. Site evaluations are scheduled between June 29 and July 31, 2026, with notice of intent to award posted by August 18, 2026.

Key clarifications provided in the addendum address critical operational and facility specifications, including confirmation that FDLE requires turn-key delivery suitable for immediate occupancy, with all required buildout and renovations remaining the lessor's responsibility. The rental rate must be submitted on a full-service (gross) basis including utilities, janitorial services, and facility maintenance, with the lessor responsible for these services unless otherwise negotiated. The addendum clarifies that FDLE will procure modular furniture and security system components, while the lessor must provide infrastructure and pathway support for security systems. Regarding facility specifications, the addendum confirms minimum 14-16 foot clear opening height and 14-18 foot preferred width for doors, with a minimum of four oversized grade-level or ramp-accessed loading doors preferred (4-6 total); the facility must support the Command Bus with approximately 25,000-pound distributed weight capacity; helicopter operations are anticipated to be occasional with approximately 10 feet by 30 feet operational footprint per helicopter (up to two helicopters); and HVAC filter replacement is required every 30 days. The addendum also clarifies that environmental controls and humidity requirements apply primarily to office and personnel-related areas, while warehouse areas for vehicle and equipment storage may allow more commercially reasonable climate-control ranges.

Question Answer

1 ITN Submission Requirements 4

Where can we find list of "other approved third-party courier services"?

Approved third-party courier services include established commercial delivery carriers capable of providing tracking and delivery confirmation, such as UPS, FedEx, or similar services. Hand delivery, email, and fax submissions are not permitted.

2 Key Dates – Lease Commencement 5

Based on a timeline of 130+/- days from 8/18/26 award to 1/1/27 occupancy given the necessary process of Dept of Management Services review and approval of a lease, the lease being drafted and negotiated, floor plans for the office being created, permitted and renovated, State Fire Marshal review, plus any special considerations related to heliport permitting, would FDLE have flexibility on this date for occupancy?

FDLE intends to maintain the procurement timeline identified within the ITN. Offerors should propose their best and most realistic schedule based on the requirements identified within the solicitation.

Full Service (Gross)

Rental Rate – Utilities & Janitorial

7-8

Are utilities required to be covered by Landlord? Due to the nature of the Tenant's use, Landlord is unsure of the regular power that will be exercised in the building on a daily basis.

Offerors may identify assumptions or concerns in their Reply, and FDLE reserves the right to negotiate terms if determined to be in the State’s best interest.

Full Service (Gross)

Rental Rate – Utilities & Janitorial

7-8

Will FDLE consider extracting janitorial and electric from the full-service rental structure requirement prior to submission or during the negotiation period if in a single tenant building controlled 100% BY FDLE?

FDLE may consider operational approaches proposed by Offerors during negotiations; however, Offerors should provide their best proposal consistent with the ITN requirements.

5 Turn-key Buildout 8, 20

Some of the time it says that tenant requires turn key delivery and other times it says prefers. Which is it?

FDLE requires the proposed facility to be delivered in a turn-key condition suitable for occupancy and operational use. The Department prefers facilities requiring fewer modifications; however, any required buildout, renovations, or tenant improvements necessary to satisfy the ITN requirements shall remain the responsibility of the Offeror/Lessor. Certain operational enhancements or phase improvements identified within the ITN may be completed in accordance with negotiated implementation timelines following lease commencement, where operationally appropriate and agreed upon by the Parties. Offers should provide their best proposal consistent with the operational and facility requirements identified within the ITN and Attachment A.

6 Evaluation Criteria – Security Features 13

Will an offer receive points based on exiting conditions, or proposals that agree to meet the ITN specifications prior to occupancy?

Evaluation will be based on the Offeror’s ability to demonstrate compliance with or ability to satisfy the requirements identified within the ITN.

7 Furniture 15

Is FLDE or Lessor providing the modular units per ATTACHMENT A (5 ct 80 sf, 100 ct. 60 sf). Does FLDE have a specified manufacturer or type of modular for each type of modular?

Modular furniture/workstations will be purchased by FDLE unless existing furniture is available and determined by FDLE to meet operational needs. Offerors should identify any existing furniture included with the proposed space, if applicable.

8 Site Requirements 16

Where should staging area and helicopter landing area be within the property - proximity to building? Size of pad? Does it need to be exclusively used? Can it be very near the subject property?

The staging area and any aviation-related operational area should be located within the proposed site and support secure, efficient operational access to the facility. Offerors should propose configurations they believe best support the operational intent identified within the ITN, including site circulation, staging functionality, and operational safety.

9 Site Requirements 16, 18

What size/model are the 3 helicopters and how much space is required for each? Will these be stored onsite in a secured outdoor area or inside the warehouse?

FDLE anticipates the facility may need to support storage and limited servicing of up to two (2) helicopters. The approximate operational footprint for each helicopter is approximately 10 feet by 30 feet.

Offerors should propose solutions consistent with the aviation-related operational intent identified within the

ITN.

10 Site Requirements 16, 18

Helicopter operations, staging area with fenced perimeter - will need specifics on both. Type of fence?

Helicopter pad - will this need to be paved or just hard packed?

See Answer #8. In addition, the ITN requires a minimum 6–8 foot perimeter fence and allows stabilized or paved surfaces for aviation-related operations.

11 Site Requirements 16, 18

Could helicopter landing pad be co-located in truck court area assuming the minimum truck court depth of 120' would not be impacted?

See Answer #8. Offerors may propose co-located operational configurations if the proposed layout safely supports operational functionality identified within the

ITN.

12 Site Access and Air Operations 18

What would FDLE predict for Helicopter frequency of operations onsite coming and leaving the site in an aviation capacity (not trucked to and from site)?

Helicopter operations are anticipated to be occasional and primarily associated with emergency or operational response activities. The site is expected to function primarily as secure storage and staging support for aviation assets rather than as a routinely active flight operations facility.

13 Site Access and Air Operations 18

Whether FDLE or Lessor would be responsible for heliport permitting process and costs if zoning forces a special exception process.

Offerors should identify any permitting assumptions, responsibilities, or considerations associated with their proposed solution, including any known FAA, zoning, or local jurisdiction requirements related to aviation-related use identified within the ITN.

14 Continuity of Operations (COOP) 17

For 6,000 Sf COOP space, is the intention for the landlord to just provide a designated area within the warehouse where this would be located, or is the state asking for furniture, data, and electrical at each station?

If yes to data and electrical, can power be delivered from ceiling via power pole? Examples or specs for existing COOP spaces would be helpful.

The COOP space identified within the ITN is intended to function as flexible contingency space capable of supporting temporary continuity of operations activities when operationally necessary. The space should support adaptable workspace configurations and temporary workstation deployment consistent with the intended operational use identified within the ITN. Offerors should propose workspace and infrastructure configurations they believe best support the continuity of operations intent identified within the ITN.

15 Continuity of Operations (COOP) 17

Based on the COOP surge requirement. What is the anticipated frequency of activation or use?

See Answer #12. COOP and aviation-related operational activities are anticipated to be occasional and event-driven rather than routine daily operations.

16 Structural/Floor Load 17-18

Clarify whether the 25,000-lb load requirement in the warehouse is a point load or distributed (psf) based on equipment and use?

The 25,000-pound reference identified within the ITN is based on the approximate operational weight of the Department’s heaviest operational vehicle, the Command Bus. The requirement is vehicle/equipment-based and the operational weight is distributed across multiple tires/axles. Offerors should propose solutions they believe best support the operational and loading requirements identified within the ITN and should identify any assumptions or limitations associated with their proposed facility.

17 Doors and Clearance Height 18

Current warehouse doors measure 10'x10' (9 doors) and 10'x14' (1 door), is 14' x 14' for the doors a requirement?

I see 4-6 14'x14' doors are needed

The ITN identifies 14–16 feet as the minimum clear opening height and 14–18 feet as the preferred width.

Offerors should identify existing door dimensions and any proposed modifications necessary to support FDLE’s operational needs.

18 Doors and Clearance Height 18

Converting the entire dock-high truck court to grade-level access could materially diminish the property’s long-term functionality, marketability, and residual value in the event the State vacates the building in the future.

Additionally, standard dock doors are typically 10’ x 10’, and converting all positions to 14’ x 14’ openings would reduce the total number of dock-high doors the property can accommodate, further impacting the property’s functionality and value. Both the initial conversion and any future remediation back to a traditional dock-high configuration would also involve substantial cost. Would a single 14’ x 14’ grade-level door adequately satisfy the State’s operational needs?

The ITN identifies a preference for multiple oversized grade-level or ramp-accessed doors to support operational flexibility, vehicle circulation, and deployment activities. Offerors should propose configurations they believe best support the operational intent identified within the ITN, including door quality, placement, and circulation functionality. Pass-through operational configurations may be proposed where operationally beneficial.

19 Doors and Clearance Height 18

Confirm the 4-6 oversized roll-ups must be grade-level, ramp-accessed or dock-high (Quantity of each type)?

The ITN identifies a minimum of four oversized grade-level or ramp-accessed loading/roll-up doors, with 4–6 preferred. Offerors may propose alternative configurations, including limited dock-high access, if the proposed solution demonstrates equivalent operational functionality consistent with the ITN requirements.

Ramp-access considerations associated with trailer movement and operational circulation should be addressed within the Offeror’s proposal.

Loading, Circulation, and Vehicle Access

Requirements

What are the largest vehicles & equipment that will be loaded into warehouse? Dimensions of those items?

Weight? Functionally, how will those largest items be loaded into the warehouse i.e tractor trailer or specialized single trailer / shorter flatbed?

The proposed facility should support operational vehicle, trailer, and equipment movement consistent with the intended use identified within the ITN. FDLE’s current largest operational vehicle is approximately 39 feet long by 9.5 wide. The operational weight requirements are addressed in Answer #16. Offerors should propose configurations they believe best support loading access, circulation, staging, and deployment functionality consistent with current operational needs identified within the ITN.

Loading, Circulation, and Vehicle Access

Requirements

What % of items being stored in warehouse area could physically enter thru a 10' x 10' door by way of ramp?

Limited equipment and operational assets may be capable of utilizing a standard 10’ x 10’ ramp-accessed opening. However, oversized access remains operationally important for core vehicles, trailers, and deployment-related equipment identified within the ITN. Offerors should consider ramp slope, circulation, and equipment clearance limitations within their proposed operational configuration.

22 Security Requirements 18-19

For security systems - it notes they may be procured separately. Would Tenant provide? How many security cameras are needed - interior and exterior count.

FDLE anticipates supplying the security system components, including access control and camera systems. Offerors should propose facilities capable of supporting the security infrastructure requirements identified within the ITN, including pathway support, power availability, controlled access capabilities, and future security integration needs.

23 Security Requirements 18-19

Does the whole property have to have fenced with controlled gate access? Does all parking need to be fenced in with controlled gate access?

The ITN requires the site to support perimeter control, secure lockdown capability, and controlled gate access consistent with FDLE’s operational and security needs.

Offerors should propose configurations they believe best support the operational intent identified within the ITN, including identification of any fenced or controlled-access areas associated with the proposed solution.

24 Security Requirements 18-19 Does barbed wire need to be added to the existing fence? No. Barbed wire is not required.

25 Security Requirements 18-19

Access controls and camera system are tenant furnished and installed? Assuming the cabling associated with this is by the tenant as well?

See Answer #22. Offerors should provide the infrastructure and pathway support necessary to accommodate the proposed security-related systems and operational requirements identified within the ITN.

26 Security Requirements 18-19 Is FDLE or Lessor providing security systems requirements? If Lessor is required, does FDLE have specific details on types and brands of systems?

See Answer #22.

27 Security Requirements 18-19

Will the security system be purchased by FDLE? Does this cost need to factored in the cost of tenant improvements?

See Answer #22. Security system components provided by FDLE do not need to be included within the Offeror’s tenant improvement pricing unless otherwise proposed by the Offeror.

Structured Cabling and

Telecommunications Requirements

19-20

Could the department share their designated IT vendor contact?

FDLE does not need to provide a designated IT vendor contact at this stage. The Offeror should respond based on the structured cabling requirements in the ITN.

Structured Cabling and

Telecommunications Requirements

19-20

Does the 100 workstations outlined on page 15 of 52 need two Cat6A drops?

The ITN requires two Cat6A data drops per workstation.

The 100 COOP workstations identified within the ITN are contingency-based and would be stood up when and if operationally necessary. Offerors should propose structured cabling solutions consistent with the operational and telecommunications requirements identified within the ITN.

30 Paint 20

Is repainting the entire exterior of the +/- 75k warehouse required if current condition is good? Is painting of interior warehouse space required, or just office areas?

Exterior repainting is not required if the existing condition is acceptable to FDLE. Interior office and support areas should be freshly painted prior to occupancy consistent with the requirements identified within the ITN.

31 Paint 20

Painted surface requirements, does the spec include warehouse steel, joists, and ceiling deck, or office areas only?

See Answer #30. Painting requirements are primarily intended for finished office, support, and visibly occupied operational areas.

32 Lighting 20-21

What are the lighting requirements for warehouse space?

The ITN identifies lighting requirements applicable to the proposed facility. Offerors should propose commercially reasonable warehouse lighting levels consistent with the intended operational use of the facility.

33 Maintenance and Repair 21-22

Whether oil/water separators or containment curbs are required for interior maintenance?

Oil/water separators and containment curbs are not currently required under the ITN.

34 HVAC Requirements 22

Understanding all office locations needs to be maintained at 75 degrees, does the non-office areas in Attachment A (Warehouse specifically) be kept at 75 degrees?

FDLE is seeking climate-controlled warehouse space consistent with the operational requirements identified within the ITN. Areas intended for COOP or personnel-related operational use should support the environmental conditions identified within the ITN.

Warehouse areas primarily intended for vehicle storage, equipment storage, or operational staging may allow for more commercially reasonable climate-control ranges consistent with the intended operational use of the space.

35 Indoor Air Quality 22-23

The average interior space relative humidity (rh) shall not exceed 60% rh, and the maximum peak humidity shall not exceed 70% rh. Humidity requirements in the warehouse, 60% RH / 70% peak applied to a 40,000+ SF conditioned warehouse in Florida is aggressive. Office-only or is warehouse-inclusive in this requirement?

The environmental and humidity-control requirements identified withing the ITN are primarily intended for office, personnel, and COOP-related operational areas.

Warehouse areas primarily designed for vehicle storage, equipment storage, or operational staging may allow for more commercially reasonable environmental ranges consistent with the intended operational use of the space.

Lease Agreement – Utilities and Facility

Services

The Standard Lease Agreement includes a check box for ‘Lessor’ or ‘Lessee’ both Utilities and Facility Services.

Can you confirm which party is responsible for these services?

Under the ITN’s full-service gross lease structure, the Lessor is responsible for utilities and facility services unless otherwise negotiated by FDLE.

37 Janitorial Services 35 Are Janitorial services required to be the responsibility of the landlord? Does daily dust mop include warehouse space or just office space?

See Answers #4 and #36. Janitorial services are included within the ITN’s full-service gross lease structure.

38 HVAC Maintenance Services 22, 37

How often are HVAC filters required to be changed?

Page 22 has every 30 days. Page 37 has every 90 days.

90 seems more reasonable.

The ITN’s intended HVAC filter replacement interval is every 30 days. Offerors should propose maintenance approaches consistent with the operational and maintenance requirements identified within the ITN.

39 Miscellaneous

Will fuel or oil be stored onsite, type, quantity, etc.? Fuel or oil storage associated with the proposed operational use is anticipated to be limited in quantity and incidental to normal vehicle, equipment, or operational support activities.
