The City's engineer estimate is $986,375 to $1,142,118. Bidders must have been in business for at least five years, be registered to do business in Oregon, hold Oregon Construction Contractors Board licensing, and not appear on the Bureau of Labor and Industries' prevailing wage-violator list. Bid security of ten percent (as certified check, cashier's check, or surety bond) is required. A public works bond of $30,000 must be filed with the Oregon Construction Contractors Board before commencing work. Liquidated damages for missing the March 31, 2027 deadline are 21.2 percent of the bid amount divided by calendar days between closing and completion. Questions are due October 6, 2026. The City strongly encourages use of minority-owned, women-owned, veteran-owned, and emerging small business enterprises as subcontractors and material suppliers. Project Manager: Chris Benn, bennc@milwaukieoregon.com or 6101 SE Johnson Creek Boulevard, Milwaukie, Oregon 97222.
