Special Provisions for Sewer Lining Project

This is a Special Provisions document for a sewer rehabilitation project issued by the City of Milwaukie, Oregon in Clackamas County, with funding support from Clackamas Water Environment Services' Regional Inflow and Infiltration Reduction grant program. The project involves rehabilitating approximately 2,497 feet of sanitary sewer pipe through cured-in-place pipelining using ultraviolet cure methods. Work scope includes performing closed-circuit television (CCTV) inspections to verify existing conditions and service counts, cleaning the sanitary pipes, installing UV-cured liners, and reconnecting all service laterals after main lining work completion. The project is designated as CIP-2025-X44 with a completion deadline of March 31, 2027. The contract combines two classes of work: sanitary sewer rehabilitation (OTH1) and temporary traffic control (TTC). Bids are due by 2:00 p.m. PDT on Wednesday, October 14, 2026, with public opening and reading of submissions upon closing. Chris Benn serves as the Project Manager and can be contacted at bennc@milwaukieoregon.com or 6101 SE Johnson Creek Boulevard, Milwaukie, Oregon 97222 for project inquiries.

Liquidated damages for failure to meet the March 31, 2027 completion date are established at 21.2 percent of the contractor's bid amount divided by the total calendar days between the completion date and bid opening. The contractor must comply with the current Oregon Department of Transportation's Standard Specifications for Construction, as modified by the City's Special Provisions, and obtain materials from ODOT-approved sources. Key requirements include submitting a Bypass Pumping Plan for continuous sewer flow diversion during CIPP installation, obtaining a 1200C permit from the Oregon Department of Environmental Quality with DEQ-approved certified inspectors, and providing detailed work zone traffic control with specific lane closure restrictions. Traffic lanes cannot be closed weekdays between 6:00-9:00 a.m. and 4:00-6:00 p.m. Monday through Thursday, Friday mornings between 6:00-9:00 a.m., or weekends between noon Friday and 9:00 a.m. Sunday. The contractor is responsible for all costs related to removal and disposal of unsuitable materials, tree and vegetation protection, material storage and protection, pre- and post-video inspections, and any sanitary sewer overflow cleanup and damages resulting from construction activities.
