About this opportunity
The Austin Independent School District (AISD) is issuing Invitation to Bid 26IFB039 for districtwide taco delivery and pick-up services through a multiple-award competitive procurement process. AISD, located in Travis County and across multiple jurisdictions within Austin City, seeks qualified vendors to establish a two-year initial contract with three optional one-year renewal periods to provide taco products and related services for school and departmental events, meetings, and other district-approved functions. Vendors must offer standard soft flour tortillas in various sizes with breakfast, lunch, and dinner taco options across multiple categories (basic, standard meat, premium meat, and vegetarian), along with optional specialty items including gluten-free and vegan offerings. Delivery service must be available to all AISD campuses during 7:00 AM to 6:00 PM windows, Monday through Saturday, with a minimum 95 percent on-time delivery performance requirement, while pick-up services must be available at up to twenty business locations within reasonable distance of district boundaries. All pricing must be submitted as firm, fixed unit rates with delivery fees listed separately as distinct line items; vendors must comply with all local and state health regulations and maintain valid food-handler and food establishment permits. Evaluation criteria include purchase price, vendor reputation, quality of goods and services, extent of meeting District needs, past relationship with the District, impact on historically underutilized business compliance, total long-term acquisition costs, and vendor location or employment presence in Texas. Bids must be submitted through the AISD Bonfire Portal by March 3, 2026, at 2:00 PM CST, with a virtual bid opening scheduled for 2:15 PM the same day via Google Meet.
AISD encourages participation from small, local, minority-owned, and women-owned firms and gives preference to products made from recycled materials and Texas-grown agricultural products. All vendors must provide written verification that they do not boycott Israel, complete a conflict of interest questionnaire if applicable, and comply with debarment certification requirements and exclusions list verification; vendors engaged in business with Iran, Sudan, or foreign terrorist organizations are prohibited from contracting. Contracts valued at $1 million or more require submission of a Certificate of Interested Parties (Form 1295), and AISD is a member of the Central Texas Purchasing Alliance (CTPA), permitting other member districts and government entities to adopt awarded contracts on the same or better pricing and terms. Vendors with an ultimate parent company or principal place of business in Texas or those employing at least 500 persons in Texas receive additional consideration under evaluation criteria. No incumbent vendors or current contractors are identified in the solicitation materials; AISD's historical annual spend for similar taco purchases and related services is approximately $182,000, though this does not guarantee future spending levels. All required forms, including Bid Certification, Notification of Criminal History of Contractor, Debarment Certification, Edgar Certifications Addendum, Strategic Partner Profile, Conflict of Interest Questionnaire, and Form W-9, must be executed and uploaded with bid submissions, and multiple-award selections will be based on responsive and responsible bids meeting all specifications with the lowest pricing.
