About this opportunity
The Connecticut Department of Administrative Services (DAS) Construction Services is soliciting bids under Invitation to Bid 2626BIT619KN for construction services at 410 and 450-460 Capitol Avenue in Hartford, Connecticut, an Energy Audit Program project, with vendor questions due December 7, 2026 and bids due December 21, 2026. The solicitation uses a two-round process. Specifications and drawings are released only to general contractors who complete Round 1 and attend a mandatory meeting, and Round 2 bidding follows that meeting. Prequalification is mandatory for bids exceeding $1 million. Connecticut General Statutes Section 4a-60g sets a minimum spending allocation goal for DAS-certified subcontractors, and bidders must demonstrate good faith effort toward that goal on the state-funded portions of the work.
Required bid documentation includes a bid proposal form, certificate of authority, standard bid bond, and general contractor bidder's qualification statement. For bids exceeding $1 million, bidders must also submit a DAS Contractor Prequalification Certificate and a DAS Update Statement. Projects with named subcontractors require named subcontractor signature pages. The bid package contains two volumes of specifications and two volumes of drawings. All vendors may respond to the initial round.
Payment terms are Net 30 days. Daniel Wagoner of DAS Construction Services, 450 Columbus Boulevard, Hartford, Connecticut 06103, is the primary contact for inquiries.
