About this file
This is an Invitation to Bid (ITB) issued by the Connecticut Department of Administrative Services (DAS) Construction Services for construction services at 410 and 450-460 Capitol Avenue in Hartford, Connecticut, as part of an Energy Audit Program. The solicitation number is 2626BIT619KN and is open to all vendors. The project utilizes a two-round bidding process wherein specifications and drawings are released only to qualified general contractors who successfully complete Round 1 and attend a mandatory meeting; Round 2 bidding is subsequently posted following the mandatory meeting conclusion. The vendor question and answer period runs from November 2, 2026 at 3:15 PM EST through December 7, 2026 at 10:00 AM EST, with bids due December 21, 2026 at 10:00 AM EST. The bid package includes two volumes of specifications and two volumes of drawings. All vendors may respond to the initial round; however, bids exceeding $1 million require current prequalification with DAS.
The payment terms are Net 30 days. Connecticut General Statutes Section 4a-60g mandates that contractors demonstrate good faith effort to meet a minimum spending allocation goal for state-funded work awarded to subcontractors holding current DAS certification. Required bid documentation includes a bid proposal form, certificate of authority, standard bid bond, general contractor bidder's qualification statement, and for bids exceeding $1 million, a DAS Contractor Prequalification Certificate and DAS Update Statement. Projects with named subcontractors require submission of named subcontractor signature pages. Daniel Wagoner, located at 450 Columbus Boulevard, Hartford, Connecticut 06103, serves as the primary contact for inquiries regarding this solicitation.
