The procurement is a formal invitation to bid (Bid No. BDC60-24/25) seeking licensed contractors to provide comprehensive services including labor, materials, equipment, supervision, and permitting for constructing a boardwalk and parking lot at the research reserve. Bidders must be prequalified and provide a biennial pre-qualification letter from FDEP's Bureau of Design and Construction, with alternative submission options for non-pre-qualified contractors involving current state contractor license certification. Bid documents will be available for download on June 11, 2025, with bid submissions due no later than 3:30 pm ET on July 15, 2025, at the DEP Bureau of Design and Construction in Tallahassee. The bid posting date is set for July 22, 2025, unless extended by the department, and the project requires Longshoreman's Insurance to be included in the bid price. Contractors must also comply with green building standards and follow project specifications outlined in the bid documents.
The DEP emphasizes diversity in its procurement process and encourages sub-contracting opportunities that reflect the full diversity of Florida's citizens. Minority businesses are strongly encouraged to participate, and the department has established accommodations for individuals with disabilities to ensure equal access to bid documents and meetings. Vendors must utilize the U.S. Department of Homeland Security's E-Verify system to confirm employment eligibility for all workers assigned to the project. While a specific budget range is not explicitly stated, the project involves constructing infrastructure at the Rookery Bay National Estuarine Research Reserve, suggesting a significant capital investment. Potential bidders must carefully review all requirements, including ADA compliance, and be prepared to submit comprehensive documentation demonstrating their qualifications, including pre-qualification letters, current contractor licenses, and proof of insurance. The project manager, John Goss, can be contacted at (941) 882-7211 for additional information, and the park location is at 300 Tower Rd, Naples, Florida 34113.
