About this opportunity

The Employment Development Department of the State of California is requesting bids on on-site confidential destruction services for EDD facilities in the Bay Area Region under IFB No. 130819, with bids due September 30, 2026 at 3:00 p.m. (PT) and a public bid opening on October 1 at 9:00 a.m. No single set-aside applies; however, a DVBE incentive offering bid reductions of 1% to 5% (capped at $100,000 total adjustment) is available for certified DVBE participation, and 5% bid preferences are available separately for Small Business/Microbusiness (SB/MB), Small Business/Nonprofit Veteran Service Agency (SB/NVSA), and non-small businesses committing to at least 25% California-certified small business subcontractor participation.

The contractor shall provide mobile shredding services for complete destruction of confidential documents (paper, paper clips, sticky notes, glossy paper, NCR paper, and hanging file folders) across approximately 89 bins at 18 office locations. Services are scheduled weekly, biweekly, monthly, or quarterly by location, during standard business hours (Monday–Friday, 7:00 a.m. to 4:00 p.m.), excluding state holidays. The contractor must supply an enclosed truck-mounted industrial shredder capable of processing a minimum of 3,500 pounds per hour, all equipment and labor, and must maintain a minimum of two trucks. Current National Association for Information Destruction (NAID) certification is required. A state employee must witness all destruction activities. All shredded recyclable material must be recycled under Assembly Bill 939. No subcontracting is permitted.

The contract term runs December 1, 2026 through November 30, 2029. Billing is per-bin tip with monthly invoices detailing location, service date, and charges per visit. The contractor must carry general liability ($1 million per occurrence), workers' compensation ($1 million), and automobile liability ($1 million per accident). Compliance with Federal Tax Information safeguards under IRS Publication 1075 and complete background investigations for all employees with confidential access are mandatory. Questions are due September 21, 2026, with responses by September 24. Anticipated award is the week of October 5, 2026.
