About this opportunity
The Colorado Department of Corrections, on behalf of Garfield County, has issued Invitation for Bid (IFB) 2026-0174 seeking qualified bidders to supply and install one Reinke Center Pivot Irrigation System (Model #E2065-G/40" or equivalent) at Field 41 of the East Canon City Correctional Complex Farm in Canon City, Colorado. The complete project deliverable includes equipment setup, assembly, startup, and full installation labor; electrical line installation of approximately 1,200 feet to the meter; waterline connection; concrete pad construction; and all necessary certifications and permits required for system operation. The system must irrigate 44.22 acres with a 784-foot system length and incorporate a GPS system, computer-designed sprinkler package, heavy-duty components, and associated materials including nozzles, gears, pipes, telemetry, end guns, and new tires. Bid pricing must remain firm and include all delivery, shipping, and installation fees, with award to be made to the lowest responsible and responsive bidder meeting all specifications. A mandatory site visit is scheduled for 10:00 AM on Thursday, May 14, 2026, at the facility located at 57500 East Highway 50 & Evans Road, Canon City, Colorado 81212. Written inquiries must be submitted by 2:00 PM on May 19, 2026, and bid submissions must be made exclusively through bidnetdirect.com/cdoc no later than 2:00 PM on May 26, 2026, with a public virtual bid opening at 10:00 AM on Wednesday, May 27, 2026, and an estimated Intent to Award on May 28, 2026. Bidders must submit the completed Exhibit B (Offeror Information), Exhibit C (W-9 form), Exhibit D (Price Bid), Exhibit E (Vendor Disclosure Statement), Exhibit H (Non-Conflict of Interest form), current certificate of insurance, and Colorado Secretary of State Certificate of Good Standing.
Service-Disabled Veteran-Owned Small Businesses (SDVOSBs) certified by the U.S. Small Business Administration receive a five percent preference on quote prices and must be incorporated or organized in Colorado or maintain an office in the state. All contractor personnel accessing Colorado Department of Corrections facilities must undergo criminal background checks and sign consent-to-search authorization forms prior to entry, with facility discretion to restrict electronic devices including cell phones, cameras, tablets, and laptops unless prior approval is obtained at least four days in advance. Contractors must maintain specified insurance coverage including workers' compensation, commercial general liability of $1,000,000 per occurrence, automobile liability of $1,000,000 combined single limit, and cyber liability if accessing protected information, with the State of Colorado named as an additional insured and certificates of insurance submitted prior to purchase order issuance. The resulting contract will be a one-time single issued Purchase Order with no renewal options and payment terms requiring state remittance within 45 days of receipt of goods and acceptance of correct invoices. Environmental preference provisions will be applied per Colorado law as part of the evaluation process. No specific budget range or award value is listed in the solicitation documents; however, all costs for materials, labor, installation, electrical work, waterline connection, and concrete pad construction must be included in the total bid price submitted by responsive bidders.
