About this opportunity

The Puerto Rico Infrastructure Secretariat is seeking auditing services for the Investing in Canada Infrastructure Program (ICIP), with a Request for Proposals (RFP) issued on July 30, 2025, and proposals due by September 3, 2025. The procurement focuses on comprehensive audit services to verify and assess administrative and project claim submissions to the Federal Government over the next five fiscal years. Key deliverables include a final audit report with findings, conclusions, recommendations, and a management letter addressing internal control weaknesses or improvement areas. The auditing services will require a detailed review of claims, involving invoice verification, payment proof examination, and ensuring compliance with program guidelines. Prospective proponents must provide an independent audit opinion on the program's financial submissions, with the Infrastructure Secretariat providing supporting documentation to aid in the audit process. The RFP consists of multiple documents, including the primary RFP document and an addendum, which interested parties should carefully review to understand the full scope of requirements.

While specific set-aside designations are not explicitly detailed in the provided documentation, the procurement appears to be open to qualified professional auditing firms capable of conducting comprehensive financial reviews. The RFP indicates that the province has previously engaged independent auditors for similar programs and has developed supporting documentation to facilitate the audit process. No incumbent vendor information is explicitly mentioned, nor are specific budget ranges or award values disclosed. The audit services are specifically tied to the Investing in Canada Infrastructure Program, suggesting potential integration with existing federal infrastructure funding mechanisms. Interested proponents will likely need to demonstrate significant experience in government infrastructure program auditing, financial compliance review, and the ability to provide detailed, actionable recommendations. Firms responding to the RFP should be prepared to showcase their expertise in handling complex, multi-year audit engagements for government infrastructure programs.
